FEBRUARY 22,2001
Call to Order -The February 22 meeting of the Waukee City Council was called to order
by Mayor Bailey at 7 :OOPM.The Mayor asked for roll call.
Roll Call -The following members were present;Mayor Donald L.Bailey,Jr.and
Council members Nicholas Gruber,Marvin Berger,Mike Watts and Wayne Johnson.
Councilman Bill Peard was absent but arrived later.
Consent Agenda -Motion by Councilman Watts and second by Councilman Berger to
approve the consent agenda with the following items:
A.Approve Council minutes from February 1
A roll call vote was taken with the motion passing 4-0.
Motion:Amending Development Agreement related to City Hall Offer to Purchase
and to Closing Date Reference in Offer to Purchase
Upon the Mayor's request,reference to the TIP paying for a parking lot was removed
from the KC Holdings Inc.Development Agreement.In place of,"parking lot,"
"Driveway/entrance"was placed.The change was made on line 42.On the offer to
purchase,the following line was added to provide the City flexibility on the closing date.
"Cash upon closing and possession on or before ApIiI 5,2001.Provided,however,
anything herein to the contrary notwithstanding,buyer shall have not less than _days
after the census figures are available as final in which to close."Motion made and
seconded by Councilmen Watts and Johnson to approve.Motioned carried 4-0.
Motion:Considering Contract for Engineering Services Related to Hickman Road
Street Lights
Snyder and Associates has presented a proposal for engineering services related to
arterial street lighting along Hickman Road.The cost is $8750.Councilman Gruber
discussed the use of Snyder because Waukee had been unsatisfied in the past with their
actions.Councilman Watts inquired as to what this project would include.Motion and
second by Councilmen Gruber and Watts to approve and it was passed unanimously.
Receive !File:Discussion on Potential Changes to FY 200112002 Debt Service Fund and
FY 200112002 Tax Rate
The Mayor has requested lowering the debt service rate because Waukee is currently
carrying a balance in that fund.The result would be a lower overall tax rate.After
much discussion it was agreed that the rate will remain constant and that the
$84,000 available for this year would be applied to sidewalk repair in the older
sections of Waukee.Motion made by Councilman Peard and seconded by Councilman
Watts and approved unanimously.
Adjournment:Motion made and passed unanimously to a iourn the meeting at 7:54 pm.
