COMMITTEE MEETING.IAGENDAITEM#1:CALL TO ORDER:The Special Waukee City Council Meeting
was called to order on Monday,February 12,2001 at 7 :OOP.M.by Mayor Donald L.
Bailey,Jr.
AGENDA ITEM #2:ROLL CALL:Roll was taken and the following Council members
were present:Gruber,Berger,Peard,and Johnson (7:31).Absent:Watts.Also present
from the Comprehensive Plan Steeling Committee:Jerry Steele,Steve Schmiedt,Mel
Willits,Frank Hoifeldt,Renae Hen',Robert Ellis,Karen McClusky,Louis Brockman,
Naomi Larson,Jerry Crow,Gilbert Stanley,Steve Hobbs,Matt Tomkins,Shawn Mori,
Mark Hansen,and Joe Schmidt.Staff:Mark Arentsen,John Gibson,and Jody
Gunderson.
AGENDA ITEM #3:Moved to the end of the meeting.
AGENDA ITEM #4:Waukee Comprehensive Plan:Gary Lozano began the
presentation to the Comprehensive Plan Steeling Committee discussing the concerns with
maintaining the character and the rapid development occurring within our city.The
citizens of Waukee do not want to loose the small town atmosphere encouraging the City
to develop a smart growth plan.Smart Growth is defined as land development practices
that integrate what the city expresses as community priorities and concerns in regards to
economy,environment,and community objectives.The principles of Smart Growth are
as follows:
•A distinctive community with a special sense of place -a sense of character in
the community.
•Preserve open space and vital environmental resources -preservation of open
space and farmland.
•Mix land uses -traditional diversified activity in neighborhoods.
•Encourage compact,human-scaled design in major activity centers -promote
walkability and interaction among people.
•Create housing opportunities and choices -diverse population and income
levels.
•Create Transportation options -connect street systems so people can move
smoothly through from one area to another.
•Make full and efficient use of urban services -existing and future
infrastructure.

Marty Schukert explained the nine overall concepts of the plan as follows:
•Concentric Development -the residential development should be concentric to
the traditional town of Waukee.The dominant growth moving south towards the
interstate.
•Heart of the Community -Waukee should develop a mixed-use city core (major
community center)consisting of the High School campus,Centennial Park,
Middle School,commercial development,civic facilities,and mixed use office
and high-density residential development.1

•Mixed Use City Center -the triangle cannot expand to accommodate the
commercial needs of our growing community,the center should be along major
traffic corridors.
•Conservation of Natural Areas -Special kinds of development or open spaces
around streams,wetlands,and slopes.
•Waukee Parkway Multi-Modal Loop -using existing right-of-ways to link
neighborhoods together designed for moderate speeds.
•Functional Street Network -linking neighborhoods together and allow residents
to move around the city without requiring use of arterials.
•Community Corridors -special standards should apply to the major corridors
(Hickman Road,University Avenue,and Alice's Road)using zoning to encourage
desirable development patterns along these corridors.
•Connecting Trail and Open Space System -a greenway system that serves both
transportation and recreational purposes.
•Historic Triangle Special District -a special district with a special quality and
nostagia,a spiritual heart of the city.
Marty Shukert continued on with the Land Use Concepts:
•Residential Integration -low or single family densities should integrate attached
single-family housing units,and medium density would integrate a percentage of
multi-family development.
•Commercial Locations -neighborhood commercial in various locations,
primarily to the west along Hickman Road,Alice's Road,Warrior Lane,and 4th
Street intersections.
•Industrial and Business Park Sites -Office development focused along the
Alice's Road corridor between University Avenue and 1-80,light industrial along
the east side of Alice's Road between the Iowa Interstate Railroad and Hickman
Road,and general industrial along the railroad corridor northwest of 10th and
Hickman.
•Mixed Use Areas -the City Center,along University Avenue in the proposed
city core,in the Triangle Special District,and along the Alice's Road and
Hickman Road corridors,
•Innovative Development Regulations -development regulations encouraging
innovative development patterns,including traditional neighborhood
developments and conservation development.
•Decision Making Framework -provide a context that helps decision-makers
make logical decisions which implements the plan's overall principles.
Marty Shukert explained the Waukee Comprehensive Plan Smart Growth Techniques:
Using the smart growth techniques,the city would develop the tools to acquire the
desired development for specific areas.A performance point evaluation requirements for
special project review,such as along Hickman Road corridor,shall be reviewed and acted
upon by the approval process.
The Mixed Use Districts,such as Alice's Road,would integrate a mixture of residential,
commercial,office,and accessory uses.The development in the Mixed Use District

would accommodate transportation systems,pedestrian and bicycle movement,and
surrounding environments.
]The Planned Development District is intended to provide flexibility in the design of a
project that incorporates open space and insure compatibility of developments with the
surrounding environment.
The Traditional Neighborhood Design District is intended to create and maintain the
feeling of a traditional midwestem town that produces an environment that manages
automobiles as well as maintain pedestrian travel and civic space.
The Rural Conservation Development Overlay District applies primarily to the Sugar
Creek corridor and south with sensitive environmental areas that preserve unique
landforms and character of the Iand.
There was discussion on the affect of the plan change on the developers in this area.
Marty explained that the developers have used these concepts in other surrounding cities
and that there is still a significant amount of flexibility in this plan.
Parkland dedication was a large item of discussion.The amount of land per 1000 people
in an area,community vs.development parks,and park land fees collected by developers.
The next scheduled Comprehensive Plan Steering Committee Meeting is scheduled for
Thursday March 22,2001 at which time park and transportation infrastructure will be
discussed.The final meeting to discuss the draft plan is scheduled for April 9,2001.j
AGENDA ITEM #5:Approving Amended Offer to Purchase Waukee Professional
Plaza.Mayor Bailey expressed concerns with including the parking lot area in the TIP
agreement.Motion by Councilman Gruber,second by Councilman Peard to "Approve
the Amended Offer to Purchase Waukee Professional Plaza".Mayor Bailey asked for a
roll call vote.Ayes:Gruber,Peard,Berger,and Johnson.Nays:None.Motion carried
4-1.
AGENDA ITEM #5:ADJOURNMENT:Motion by Councilman Gruber,second by
Councilman Berger to adjourn the meeting at 9:22P.M.Meeting adjoumed.
