March 26,2001
Call to Order -The March 26,2001 meeting of the Waukee City Council was called to
order by Mayor Bailey at 5:00PM.The Mayor asked for roll call.
Roll Call -The following members were present;Mayor Donald L.Bailey,Jr.and
Council members Nicholas Gruber,Marvin Berger,Mike Watts,Bill Peard and Wayne
Johnson.
Agenda Additions/Approval-A motion was made by Watts seconded by Peard to
approve the agenda as presented,except to move item 4 to after item 9.
Open Forum -No discussion took place.
Motion:
Approving Urban Renewal Dollars to be Allocated to Fund $85,000 of Sidewalk
Improvements -Mark Arentsen has recommended that the City Council add $85,000 to
the GO Bond for use on sidewalk repair and improvement.This increase would be added
to the original $700,000 issuance.Councilman Watts and Johnson made a motion and
second for approval provided $35,000 in non-borrowed funds be spent on the project.
Motion passed unanimously.I
Approving GO Debt in the amount of $250,000 for Warning Siren and Street Lights to be
added to the $700,000 Issuance for City Hall-Mark Arentsen has recommended that this
addition be made to the original debt (along with the previous item).This item is
considered "essential corporate purpose"and as such,no referendum in necessary.
Councilman Gruber motioned for approval and Councilman Watts seconded.Motion
passed unanimously.
Resolution:
Approving Funding for the Iowa DOT Payment -Mark Arentsen and Treasurer Linda
Burkhart have made arrangements to pay the $64,664 due to DOT.The sum of $51,995
will be taken from a cash balance in the Eastern Area Pump Station Project.The balance
will be borrowed from the connection fees received on that project.The upcoming years
will be budgeted.Councilmen Watts and Johnson made and seconded a motion to
approve the payment as recommended.Mayor Bailey called for a roll call vote.Ayes;
Watts,Johnson,Gruber,Berger,Peard.Nays;none.Motion passed.

APPROVING FUNDING FOR IOWA DEPARTMENT OF TRANSPORTATION
(lDOT)2001 PAYMENT
RESOLUTION 01-31
WHEREAS,The City of Waukee,Iowa is an incorporated City within Dallas
County,Iowa;and
WHEREAS,The Waukee City Council has reviewed the Fiscal Year 200112002
Budget;and
WHEREAS,The Waukee City Staff has identified funds available to be used to
pay for our payment owed to IDOT for 2001;and
WHEREAS,The City has money available from the excess borrowing for the
1999 $2.37 million remaining in the Eastern Area Pump Station
project and from future connection fees ..
NOW,THEREFORE,BE IT RESOLVED that the City of Waukee,Iowa does hereby
approve said funding sources for the 2001 IDOT payment.

Approve Funding Sources for Fire/Tanker TIUCkReplacement -The CUlTenttanker is in
need of replacement.This item was not budgeted for in the FY2002.The estimated
replacement cost is $95,000 and the staff proposes a lease purchase plan at the quoted
rate of 5.495%.The payments can be made from the Fire Departments money market
account until it can be budgeted.Mayor Bailey suggested the City use the funds
available in the money market and not lease.Councilmen Peard and Watts made a
motion and second to approve this resolution with the stipulation that the City not lease a
new truck.Mayor Bailey called for a roll call vote.Ayes;Peard,Watts,Gruber,Berger,
Johnson.Nays;none.Motion passed.

APPROVING FUNDING SOURCES FOR FIRE TANKER TRUCK
REPLACEMENT
RESOLUTION 01·32
WHEREAS,The City of Waukee,Iowa is an incorporated City within Dallas
County,Iowa;and
WHEREAS,The Waukee City Council has reviewed the Fiscal Year 200112002
Budget;and
WHEREAS,The Waukee City Staff has identified funds available to be used to
pay for replacing our fire trucks that are in disrepair;and
WHEREAS,The City has money available in a Money Market account at
Earlham Savings Bank to pay for a new fire truck.
NOW,THEREFORE,BE IT RESOLVED that the City of Waukee,Iowa does hereby
approve acquisition of a fire tanker truck replacement.}

Approving Funding Sources for Water Tower Improvements -City staff has developed a
plan to cover the cost ($540,000)of the water tower improvements.The FY2002 budget
covers $63,000,$207,500 could be taken from the Water Fund Cash Depreciation
Reserve,$109,555 from the Water Fund Cash Water Plant Reserve,and $160,000 from
the Water Fund Working Cash Account which has a balance of $314,000.Councilman
Gruber motioned and Councilman Peard seconded for approval of the Resolution.Mayor I

none.Motion passed.

WHEREAS,The City of Waukee,Iowa is an incorporated City within Dallas
County,Iowa;and
WHEREAS,The Waukee City Council has reviewed the Fiscal Year 200112002
Budget;and
WHEREAS,The Waukee City has identified funds available to be used to pay
for our water tower improvements;and
WHEREAS,The City has money available in the Water Fund Cash Water Plant
Reserve ($109,555),Water Fund Cash Account ($160,000)and the
Water Fund Cash Depreciation Reserve ($207,500)to pay towards
the water tower improvements.
NOW,THEREFORE,BE IT RESOLVED that the City of Waukee,Iowa does hereby
approve using the aforementioned money towards the water tower improvements.

Discussion on Tax Increment Financing -Bob Josten gave a 30 minute informational
presentation to the Council on tax increment financing.Councilmen Gruber and Peard
motioned and seconded to receive and file this report,Mayor Bailey called for a roll call
vote.Ayes;Gruber,Peard,Watts,Johnson,Berger.Nays;none.Motion passed.

Councilman Gruber motioned and Councilman Peard seconded for adjournment of this
meeting of the Waukee City Council at 6:59pm.Mayor Bailey called for a voice vote.
Motion passed unanimously.
