January 14,2002
(1)Call to Order -The special meeting of the Waukee City Council was called to order by
Mayor Leslie at 6:07 PM.
(2)Pledge of Allegiance
(3)Roll Call-The following members were present:Mayor Mark D.Leslie,and Council
members Nicholas Gruber,Donald Bailey,Jr.,Mike Walts and Bill Peard.Wayne Johnson
absent.
(4)Agenda Additions /Approval-Mark Arentsen asked to remove item #6,Approving
participation in study by the Wastewater Reclamation Authority,from the agenda.Nick Gruber
moved to approve the agenda as amended.Mike Walts second.Roll call:Ayes:Gruber,Walts,
Peard,Bailey.Nays:None.Motion carried 4 -O.
(5)Receive/File:Departmental Budget Presentations.The departments presented their
individual budget requests for FY03.The directors of the various departments:police,
administrative,community development,fire department,finance,library,parks,public works
presented budgets for their area and for other areas for which they are responsible.Discussion
Mike Walts moved to receive/file the budget presentations as presented and to encourage the
reconciliation of ways and means as discussed.Bill Peard second.Roll call:Ayes:Walts,Peard,
Johnson,Bailey,Gruber.Nays:None.Motion carried 5 -O.]
Councilman Wayne Johnson present at 6:40 PM.
(6)Resolntion:Approving participation in study by the Wastewater Reclamation Authority.
Postponed to January 21,2002
(7)Receive/File:Special Assessment Discussion.Brief discussion of projects started and yet to
begin.Mark Arentsen stressed that an assessment policy for various types projects should be
formulated;so that it is standardized and expected.Bill Peard moved to table the discussion
until the January 28,2002 Special Council Meeting.Nick Gruber second.Roll call:Ayes:
Peard,Gruber,Bailey,Walts,Johnson.Nays:None.Motion carried 5 -O.
At this time Mayor Leslie asked for a motion to adj oum,Don Bailey moved.
second,Ayes:all.Nays:None.Motion carried 5-0.
