HomeMy WebLinkAbout2002-01-22-Work Session MinutesWAUKEE CITY COUNCIL WORKSHOP MINUTES January 22,2002 (I)Call to Order -The January 22,2002 meeting ofthe Waukee City Council was called to order by Mayor Leslie at 6:00 PM. (2)Roll Call-The following members were present:Mayor Mark D.Leslie,and Council members Gruber,Bailey,Watts,Peard (6:03)and Johnson. (3)Discussion -The Waukee City Council and the Planning and Zoning Commission met to discuss future development issues and to make sure both parties are looking at the issues in a similar manner to maintain consistency throughout the various development projects.Each of the Council members expressed their concerns. Councihnan Watts expressed concern regarding the different types of buildings and the materials that can be used on those buildings.Councilman Watts also hopes to get good communication out of this meeting with the Planning and Zoning Board. Councilman Bailey has concerns with how prepared the issues are that face the P &Z, the projects are coming to Council with several contingencies.Councilman Bailey would like to see supportive ordinances passed enforcing the new Comprehensive Plan. Councihnan Gruber wants to stick as close as possible to the Comprehensive Plan and is concerned with the exterior elevations on new projects.Councilman Gruber would like to step up the city's standards and have nicer looking buildings. Councihnan Peard welcomed the Planning and Zoning Commission and feels that the joint session is long over due.Councilman Peard agrees with the higher standard for development in the City of Waukee,the developers will eventually rise to that level and build nice quality construction and buildings. Councihnan Johnson agrees with the higher standard,but would like to see it in an overlay district where the higher standards are enforced in the overlay areas which works with the developers on a point system.Johnson does not agree with setting the standard for the entire city and within all the boundaries where Waukee could grow.By setting a standard that could be too high,some businesses would not be able to afford to operate outside of structures that they lease or construct.Councilman Johnson does not want to set ourselves entirely apart from that form of economic development.Johnson would like to incorporate more linear parks and bike trails and how we hold developers to that standard. Discussion took place regarding these issues and how to resolve it.The City Council set a directive to the Planning and Zoning Commission and to City staff to table or withdraw incomplete plans from the agendas and that the City Council will support these decisions. Mike Larson with Septagon Construction presented sample metal materials for exterior elevations and briefly explained each one.There are several metal materials that looks like or as good as other materials allowed by City Code.) At this time Mayor Leslie asked for a motion to adjourn.Councilman Watts moved. Councihnan Bailey second.Ayes:all.Nays:None.Motion carried 5-0. Meeting Adjourned at 7:20PM. 1 I
