April 22,2002
(1)Call to Order -The Strategic Workshop of the Dallas County Board of Supervisors
was opened at 6:45 by Dave Hudson,a member ofthe Rafferty Group.
(2)The following members were present:Mayor Mark D.Leslie,and council members
Nicholas Gruber,and Wayne Johnson.Don Bailey,Jr.,briefly present prior to the
opening of the meeting,left because the meeting hadn't been properly noticed.Bill Peard
came at 7:10 PM.Other individuals present included Supervisors Alice Wicker,Julius
Little and Alan Shirley;Bob and Charlotte Parks,Gene Meyers,Ted Ohmart,WDM,
John Edwards,Clive,Doug Forret,Adel,Jody Gunderson,John Gibson,Cathy
Paardekooper,Waukee
(3)Members of the Waukee City Council were present during a meeting hosted by the
Dallas County Board of Supervisors and facilitated by the Rafferty Group of West Des
Moines.The meeting was one of four scheduled for the county by the Board of
Supervisors to receive input from interested citizens with regard to developing a strategic
framework for growth and development within the county.Earlier discussion and
preplauning included such areas as:(1)land management,(2)infrastructure including
roads,sewer and water,(3)public health and safety,(4)education,(5)transportation,(6)
economic development,(7)conservation and recreation,(8)utilization of technological
advances for information delivery,(9)ensuring handicap accessibility to venues and
information
(4)Specific areas discussed by the present group included:(1)transportation,
development of regional locations for point of origination of service,collaboration with
MTA;(2)development of infrastructure -sewer,garbage collection and water;(3)
establishing right-of-ways and widths of corridors throughout the developing areas;(4)
education;(5)recreation,conservation and quality of life;(6)development of green
spaces along the Raccoon River;(7)technology to enable cities to access publicly
available court records.
The workshop was closed by Dave Hudson at 8:00 PM.
