tlte first line tltereof and by inserting therein "Residential one and two family lots -
2 tree minimum (1"caliper or greater)(third reading)Don Bailey moved to
approve the third reading ofthis ordinance as amended last council meeting.Mike
Watts second.Nick Gruber indicated for the record that he was voting against this
ordinance not because he disagreed with the intent -beautification of the city -but
because he disagreed with the method.Mr.Gruber feels that having the developer
install two trees on each and every lot he/she is developing prior to granting the
occupancy permit is dictating to the prospective home owner the types of trees and
the location for those trees. He felt there should be a better way to ensure that
individual property owners landscape their property.Mr.Johnson,Mr.Watts and Mr.
Peard addressed the issue from the perspective that having the developer install two
trees would be far better than having bare lots for any length of time.Mr.Bailey
indicated in the absence of an altemative method,he would support the ordinance
because he supported the concept of beautification of new development areas.Roll
call:Ayes:Bailey,Watts,Peard,Johnson.Nays:Gruber.Motion carried 4-1.

be determined by the City at the request oftlte developer prior to tlte time of
approval of the preliminary plat"(third reading)Bill Peard moved to have the third
reading in title only.Mike Watts second.Mr.Bailey indicated he was voting no
8
because he felt it was appropriate to discuss the proposed ordinance with the
developers in hopes that a compromise or at least an understanding ofthe city's
requirement would occur.Mr.Bailey was also concerned that this was a topic of
discussion at the Dallas County Board of Supervisors'meeting which had not been
appropriately posted as a possible council meeting.Mr.Peard stated that he felt the
trails had been discussed when developing the comprehensive plan,in Plauning &
Zoning meetings,in various council meetings.Developers have had the opportunities
to have input on this topic. In addition Mr.Peard wanted to stress that in his opinion
we did not have an illegal meeting the night the Dallas County Board of Supervisors
were here to discuss the future of Dallas County. The discussion was general in
nature and not specific to the City of Waukee.Roll call:Ayes:Peard,Watts,Gruber,
Johnson.Nays:Bailey.Motion carried 4 -1.Mark Arentsen read the third reading

Wayne Johnson second.Don Bailey reiterated his support for the contractor whose
bid was in the range of two dollars per month cheaper than the accepted bid.The
accepted bid had unlimited waste pickup whereas the bid supported by Mr.Bailey
had a limit of one 96 gallon or one 64 gallon cart.In addition to the $2.00 extra,
senior citizens no longer have the senior citizen discount, which was approximately
$2.00.Total increase in costs for senior citizens with the accepted bid was roughly
$4.00 per month.Mr.Bailey thought this was excessive and supported option 3.
Dave Massey,994 4th St.,Operations Manager for Waste Management,indicated that
the company would distribute the larger 96 gallon containers initially with exchange
of those for the smaller container at the request of citizens. The 96 gallon carts are
being distributed the last week in June.Exchange of the 64 for the 96 gallon carts
will be completed first week in July. There will be a mailed notice to all Waukee
