(2)Pledge of Allegiance (3)Roll Call-The following members were present:Mayor Mark D.Leslie,and Council members Nicholas Gruber,Donald Bailey,Jr.,Mike Watts,Bill Peard and Wayne Johnson. (4)Open Forum -Mrs,Jerry Crow,14407 University Avenue,present to indicate her dissatisfaction with the weedy lot east of her property.This area is also used as a dumping site for other homes that have been built.The lot has had weeds and dmnping oflmnber,boxes and other items for the past three years.Jim Phillips,240 Bel Aire,questioned the ownership and the maintenance of ditches.Bill Peard and Mike Watts requested a review of the ordinance covering vacant lots and ditches.Mayor Leslie requested a list of those individuals who have been contacted by the City for vacant lot maintenance. (5)Agenda Additions /Approval-Mayor Leslie requested that agenda items 9 and 10 be placed at the end ofthe meeting.Mike Watts moved;Nick Gruber second to approve the agenda as amended.Ayes:All.Nays:None.Motion carried 5-0. Report:The Mayor thanked the VFW Post 11517 for its efforts in hosting a Memorial Day Service.Howard Wilson,900 Maple,indicated that the VFW appreciated the Mayor's presence and his speech.Congratulated Ann Ford on her retirement from the City.Recognition of our Citizen of the Year,Ed Butler,will be in the council chambers June 18 at 7 PM.,building permits for the month of May 2002 about a 60%increase over last year.John Novotony has resigned from the 7 Utility Board because he is moving from the community.Several council members will be attencling the Greater DM Partnership Unity and Opportunity Trip to Washington,D.C. (8)Resolution:Approving Utility Committee recommendation to appoint a representative to (tlte planning)committee to study feasibility of establishing a municipal electric utility for Waukee Mike Watts moved to approve.Nick Gruber second.Ray Clark addressed the council and stressed that the committee was a planning committee to study the feasibility of establishing a municipal electric utility in Waukee as well as other communities.John Gibson was selected as the person to represent Waukee.Roll call:Ayes:Watts,Gruber,Johnson,Peard,Bailey.Nays: None.Motion carried 5 -O. (12)Ordiuance:Approving an ordinance to amend Section 304.5(B),Waukee Municipal Code,Site Plan Requirements for tlte City of Waukee,Iowa,by deleting tlte words,"except one and two family dwellings,"after tlte word "development"in tlte first line tltereof and by inserting therein "Residential one and two family lots - 2 tree minimum (1"caliper or greater)(third reading)Don Bailey moved to approve the third reading ofthis ordinance as amended last council meeting.Mike Watts second.Nick Gruber indicated for the record that he was voting against this ordinance not because he disagreed with the intent -beautification of the city -but because he disagreed with the method.Mr.Gruber feels that having the developer install two trees on each and every lot he/she is developing prior to granting the occupancy permit is dictating to the prospective home owner the types of trees and the location for those trees.He felt there should be a better way to ensure that individual property owners landscape their property.Mr.Johnson,Mr.Watts and Mr. Peard addressed the issue from the perspective that having the developer install two trees would be far better than having bare lots for any length of time.Mr.Bailey indicated in the absence of an altemative method,he would support the ordinance because he supported the concept of beautification of new development areas.Roll call:Ayes:Bailey,Watts,Peard,Johnson.Nays:Gruber.Motion carried 4-1. Wayne Johnson second.Don Bailey reiterated his support for the contractor whose bid was in the range of two dollars per month cheaper than the accepted bid.The accepted bid had unlimited waste pickup whereas the bid supported by Mr.Bailey had a limit of one 96 gallon or one 64 gallon cart.In addition to the $2.00 extra, senior citizens no longer have the senior citizen discount,which was approximately $2.00.Total increase in costs for senior citizens with the accepted bid was roughly $4.00 per month.Mr.Bailey thought this was excessive and supported option 3.
