JUNE 17,2002
(1)Call to Order -The regular meeting ofthe Waukee City Council was called to order by
Mayor Leslie at 7:00 PM.
(2)Pledge of Allegiance
(3)Roll Call-The following members were present:Mayor Mark D.Leslie,and Council
members Nicholas Gruber,Donald Bailey,Jr.,Mike Watts,Bill Peard and Wayne Johnson.
(4)Open Forum -Robert Ellis,250 Southview Drive,discussed a piece of property west
of Waukee where the developer had been promised sewer from the City of Waukee.
Kent Peterson,developer,was also present to discuss this issue.Staff will review
previous verbal commitments and review options open to the City.
(5)Agenda Additions /Approval-No changes.Johnson moved;Watts second to approve the
agenda as written.Ayes:All Nays:None.Motion carried 5-0.

(7)Mayor's Report:Mayor Leslie's report included recognition of the Girl's Soccer team,
which had a terrific season,and was defeated in the fmals by only one goal.He also reminded
people of the Citizen of the Year Ceremony,explained the benefit of the attendance by the
mayor and council members at the neighborhood block parties,and thanked those who
participated in the,Washington,D.C.trip for their contributions and team work.
(8)Mayor's Appointment:Appointing Rich Conkling to the Utility Committee as
replacement for John Novotny who is moving from the community Mayor Leslie introduced
Mr.Conkling as someone who brings much practical experience with him to the committee and
appointed him to serve as replacement for John Novotny.
(9)Resolution:Approving Mayor's appointment of Rich Conkling to the Utility Committee as
replacement of John Novotny Mike Watts moved to approve the appointment of Rich Conkling
as replacement for John Novotny on the Utility Committee.Don Bailey second.Roll call:Ayes:

(10)Resolution:Approving the appointment of Julie Krantz to a three year term on the
Waukee Public Library Board of Trustees Nick Gruber moved to approve Julie Krantz for a
three year term as public library trustee.Wayne Johnson second.Roll call:Ayes:Gruber,
Johnson,Bailey,Watts,Peard.Nays:None.Motion carried 5 -O.
(11)Resolution:Approving and supporting the City of Waukee's participation in the
"National Night Out"on August 6,2002 sponsored by National Association of Town Watch
(NATW)Don Bailey moved to approve the resolution.Mike Watts second.Officer Troy
Mapes visited with the council regarding the activities for and the importance of the evening.
There will be a minimum of 18 block parties taking place that evening.T-shirts are available.
Brooke Bouma with TV crew will be present.Robert Ellis,250 Southview Dr.,wanted to thank

(13)Discussion:Accuracy of sewer utility fund figures used in rate calculations Mayor Leslie J
opened the discussion.Mr.Jon Burmeister was present to discuss figures and forecast for the
Sewer Fund.Councilman Bailey was disappointed that the percentage of growth assumed for
the City was not greater than 5%,which has been the growth rate in the increase in number of
gallons sold per year for several years.He felt the percentage increase should have been at least
7%.A small increase in growth can increase the overall income exponentially.Jon Burmeister
indicated once this fiscal year is complete new figures will be derived for the operating income
and expenses.The number of gallons will be known and a different rate will be figured into the
projection.Mr.Burmeister also mentioned that the rate per 1,000 gallons is reflective of the
activity in the sewer fund and in effect influences the entire chart.Two suggestions were given:
(1)look at connection fees and the possibility of increasing them and (2)look at actual rather
than artificially low growth rates.Mayor Leslie closed the discussion with the understanding
that the issue would be discussed again in July or August.
(14)Discussion:Weed removal enforcement practices -Chapter 400,Section 401,Waukee
Municipal Code,Property Maintenance,ordinance of the City of Waukee,Iowa Mayor Leslie
opened the discussion on weed enforcement practices.Current practices were discussed.New
ways of managing the problem were suggested by Wayne Johnson and Nick Gruber.Paul
Huscher,City Attorney,indicated that a civil suit can be brought against the most egregious
owners and indicated there were a number of ways property owners could be approached legally
for non-maintenance of property.Ron Olson,14275 University Ave,questioned the mowing of
the railroad property by the Middle School and Joe Schmidt,2806 W Avenue was concerned that
unless fees were punitive,individual property owners wouldn't have an incentive to mow and
chop weeds.Mayor Leslie closed the discussion.I
