(2)Roll Call-The following members were present:Mayor Mark D.Leslie,and Council members Nicholas Gruber,Donald Bailey,Jr.,Mike Watts,Bill Peard.Wayne Johnson was absent. (3)Agenda Additions 1 Approval-Nick Gruber moved to approve the agenda as posted.Don Bailey,Jr.second.Ayes:All.Nays:None.Motion carried 4 -O. (4)Waukee Special Assessment Policy Draft Discussion Continued:The scenario presented at the beginning of the meeting generated discussion which ultimately led to a consensus ofthe council that the city's assessment policy should be nniform and consistent.In addition it was the general consensus that most citizens would not volunteer to ask for street repair unless the assessment was extremely low.Ahnost invariably street repair or construction is imposed upon citizens by the city or the governmental body providing services to that particular area.Later in the discussion the concept of lowering an assessment for an individual who fell below the poverty guidelines or who was within the reahn oflow income was brought up by Don Bailey,Jr. Staff response was that they were not aware of an existing policy in any community. Hardship cases were viewed in each city on a case by case basis.MI.Bailey requested a report on that topic.Nick Gruber discussed assessment from his perspective,which included assessing sidewalk,curb,and gutter at 100%because all increase the value of the home.Also,he felt 60/40 should be the minimal assessment rate for street construction.In the previous meeting,Don Bailey,JI.had asked for additional mock assessments on the two examples being reviewed that evening.This had not been completed prior to the current meeting.Mr.Bailey requested that the staff follow-up on his request.Brief discussion ofthe current anticipated proj ects occurred.Shawn Mori and Marvin Whitlock were present to share personal experience and observations with regard to the impact of assessments on the home owner and the method of assessment. Ms.Mowri states that a policy gives the public consistent guidelines as to the general intent of the city's assessment policy.However from her perspective,every street project will be viewed as a stand alone assessment and will be modified according to the specifics associated with each street.Mayor Leslie closed the meeting with the understanding that another meeting would not be called until new information was available for discussion. Mayor Leslie asked for a motion to adjourn.Don Bailey moved.Mike Watts second, Ayes:all.Nays:None.Motion carried 4-0. Meeting Adjourned at 7:15PM. Mark D.Leslie,ayor Attest: erk
