HomeMy WebLinkAbout2003-08-20-Work Session MinutesWAUKEE CITY COUNCIL MINUTES AUGUST 20,2003 I (1)Call to Order -The workshop and special meeting of the Waukee City Council was called to order by Mayor Tony Oberman at 7 :00 PM. (2)Roll Call -The following members were present:Mayor Tony Oberman,and Council members Nicholas Gruber,Donald Bailey,Jr.,Mike Watts,Bill Peard and Darlene Stanton. (3)Agenda Additions /Approval-Mayor Oberman asked that item 5 be taken up before item 4.Mike Watts moved to approve the agenda with Item 5 taken up before Item 4.Darlene Stanton second.Ayes:Watts,Stanton,Gruber,Bailey,Peard.Nays: None.Motion carried 5-0. (5)Resolution:Approving an easement for a gas line with the Dallas County Board of Supervisors and the Dallas County Conservation Board for a term of 25 years from the date of grant Mike Watts moved to approve.Nick Gruber second.Council member Watts inquired as to the status of ownership of the property on which the easement was received.City Attorney Huscher explained satisfactorily the city's position.It was determined to proceed with the project for the term of25 years and to seek a perpetual easement in the meantime.Roll call:Ayes:Watts,Gruber,Stanton,Bailey,Peard.Nays: None.Motion carried 5 -O. (4)Discussion: (1)Architecture Standards,§304.5(M)(a)creating an overlay on the main corridors:Council member Gruber suggested the overlay district of 600 feet along a main corridor would be good to implement.After further discussion most council members agreed with 600 feet overlay along main corridors.Council member Bailey questioned using the overlay in the M /MI District NW of Highway 6/Hickman Rd. Planning Director Chad Weaver would recommend excluding the M district currently in place between 10'h Street and a little bit east of 6th Street.Council member Stanton suggested that exempting them from some type of improvement is contrary to the City's efforts to improve the various areas in the City.After further discussion,Community Development Director J ody Gunderson suggested exempting the entire M /MIA District immediately NW of Highway 6 /Hickman Road and placing the area into a planned development (PD);so that requirements could be listed in terms of what was expected of the owners when improving existing buildings,constructing new buildings,incorporating new landscaping or other remodeling projects.Council member Stanton requested an ordinance requiring shielding of air conditioning /heating units especially conditioning units located on the roofs of buildings.There was considerable discussion about this item.Council member Stanton requested an ordinance to help the city control how Drive-thru businesses are screened from major corridors.Chad Wcaver will look into such an ordinance.It was concluded as the discussion of an Arterial Corridor Overlay ended that most council members would support an ordinance creating such an overlay. Council continued with a discussion of (b)multiple-family dwellings in all districts: There was considerable discussion about the percentage of brick or stone to be incorporated into the construction of apartments and condominiums,Council member Stanton questioned the wording in that 40%or 50%could be on the front and nothing on J the other three sides.According to Chad Weaver that was not the intent.The wording will be corrected to reflect at least 10%on all sides with a minimum of 40%or 50%. Three members of the COIUlCilagreed to support a minimum of 40%brick or stone for apartments and a minimum of 40%brick or stone for condominiums.(c)percentage of brick or stone on townhomes.This issue was discussed;but not finalized. (2)Landscaping,§304.5(B)Landscaping would increase as the space increased. In addition landscaping around dumpsters or garbage holding areas would increase.It was also stated by Council member Gruber that trees or shrubs used as screening or as landscaping and which meet Code requirements are to be maintained in perpetuity and the maintenance of them runs with the building.Council member Stanton referenced the Clive maintenance code and suggested we include it as part of our code.Ms.Stanton also suggested including a larger or specific tree marking which is used to communicate the city's desire to spare larger or nicer trees from being cut by the developer under threat of a penalty.This ordinance is in the Site Plan and is part of the development agreement wherever it applies. (3)Open Space -All Districts After much discussion,it was decided the council would support an increase to the open space in the following districts from 10%to 15%, 20%or 25%depending on the district: R-3 and R-4 20% C-I and C-IA 20% C-3 and C-4 25% M-I,M-IA and M-2 15% Discussion also included:(I)placement of dumpsters;(2)placement of accessory buildings in the downtown area and/or in older districts;and (3)meeting with developers prior to presentation to P&Z or Council so as to be the first line of correction or approval. As a follow up to Council member Bailey's suggestion concerning staff meeting with developers prior to P&Z and Council,Mark Arentsen suggested that meeting with a developer initially and requiring a second meeting regarding inconsistencies,or noncompliance would be an excellent way to ensure that developers know what is expected of them before presenting their project to either P&Z or Council.(4)Mayor Oberman agreed with the suggestion and also recommended check-off sheets for project requirements and compliance with codes.Council members Pcard,Bailey and Stanton discussed the issue of check-off sheets.All wanted follow-up UI terms of developing and using the check lists. Council member Gruber suggested an ordinance creating the procedure of meeting with the developer and checking off the various points and requirements and whether the developer meets them,doesn't meet them or exceeds them.Paul Huscher suggested placing the burden of completing the check list initially on the builders by giving them the check list and the ordinances relevant to the check list.The builder would then go through and check-off which they feel they will be or are in compliance,During the first meeting staff and developers will discuss the check list and,after reviewing it,determine whether a second meeting is required.Paul Huscher will prepare all ordinance which reflects the development of a check list and the staffs use of that check list. 2 Mayor Oberman asked for a motion to adjoum.Darlene Stanton moved.Mike Watts second.Ayes:All.Nays:None.Motion carried 5-0.
