SPECIAL MEETING AND JOINT MEETING WITH I
DALLAS COUNTY BOARD OF SUPERVISORS
AUGUST 25,2003
(1)Call to Order -The special meeting and joint meeting of the Waukee City Council with the
Dallas County Board of Supervisors was called to order by Mayor Tony Oberman at 7 :05 PM.
County Supervisors present were Alice Wicker and Brad Golightly.Supervisor Kim Chapman
was on a previously scheduled vacation.
(2)Roll Call-The following City Council members were present:Mayor Tony Oberman and
Council members Nicholas Gruber,Don Bailey,Jr.,Bill Peard,Mike Watts and Darlene Stanton.
(3)Agenda Addition /Agenda Approval Nick Gruber moved to approve the agenda as
written.Darlene Stanton second.Roll call:Ayes:Gruber,Stanton,Bailey,Watts,Peard.Nays:
None.Motion carried 5 -O.
(4)Resolution:Approving the ordering of detailed plans,specifications,notice of hearing,
notice to bidders and form of contract for the Hickman Road Street Light Poles Installation
Project Nick Gruber moved to approve.Don Bailey,Jr.second.David Moeller of Snyder and
Associates,Inc.was present to answer questions from the Council.Brief discussion of existing
poles and/or lights in place from 4th Street to 10th Street took place.These poles and/or lights
will be replaced with the new pole/luminary selection.Council member Gruber inquired as to
whether the bike path could someday be illuminated by adding a light to the pole.Mr.Moeller
indicated that these luminaries have an artificial cut-off on the back of the light,which if
adjusted would allow light to spill over to the bike trail that is parallel to the lines.Major 1
intersections will be lighted regardless.Darlene Stanton requested clarification on whether the
Notice of Hearing &Lettiug would include the original pole plus three alternates.Mr.Moeller
indicated that when finalized,a base bid and three alternates will be submitted for bidding.Don
Bailey,Jr.changed his second to include a base bid and three alternates as part of the proposal.
Nick Gruber concurred with the change and approved a change to his motion.Roll call:Ayes:
Gruber,Bailey,Peard,Watts,Stanton.Nays:None.Motion carried 5 -O.
(5)Resolution:Approving detailed plans and specifications for the Hickman Road Street
Light Poles Installation project,notice of hearing,notice to bidders and form of contract;and
setting 09-19-03 as the date for receiving bids therefore and setting 09-22-03 as the date for a
public hearing thereon Nick Gruber moved to approve.Darlene Stanton second,After a brief
discussion,the date for receiving bids was changed to 09-18-03.Roll call:Ayes:Gruber,
Stanton,Bailey,Watts,Peard.Nays:None.Motion carried 5 -0,
(6)Discussion:Introductions of those participating from the city and the county took place.
Supervisor Wicker and Mayor Oberman welcomed the opportunity to discuss and plan possible
joint ventures maximizing resources for the benefit of both entities.Potential Dallas County /
Waukee projects were discussed including joint funding of the Alice's Road /105th Street and 1-
80 Interchange.Supervisor Golightly indicated that the supervisors were proponents of
responsible growth and would like to figure out how the county can participate instead of why it
can't.BOtiI Supervisors Wicker and Golightly were interested in assisting with development in
Waukee willie still maintaining a sound financial foundation for the county.Nick Gruber
supported creating a committee to investigate possible joint funding ventures.After further I
discussion it was agreed to form a committee to investigate the possibility of joint funding
ventures including the 1-80 interchange.The county supervisors suggested the possibility of
sharing resources in terms of manpower,technology,training sessions for employees in different
areas.Further discussion included the MFO,the county's participation and support of Waukee

and surrounding areas in that organization,the proposed airport west of Waukee and the business
park located at Ortonville.City Administrator Arentsen brought up the possibility of seeking
funds through the Local Government Innovation Fund for GIS development and the Homeland
Security funds for both city and county.Supervisor Alice Wicker indicated the county is FEMA
compliant.Mr.Arentsen suggested the county could provide assistance with R22 and other farm
to market mads in the city.After further discussion it was suggested the county would consider
possibilities for assistance in its five year road plan.Mayor Oberman began the wrap of the
session.Council members Peard and Bailey expressed appreciation to Supervisor Alice Wicker
for her active participation and presence in county and county related activities.Supervisors
Wicker and Golightly appreciated meeting with the city council.Council member Gruber
indicated meeting regularly and having a joint policy committee would benefit both county and
city.
(7)Motion:Setting date and time for second joint meeting Bill Peard moved to approve a
meeting every two months.Mayor Oberman suggested quarterly.Mayor Pro Tem Peard
preferred every two months but was willing to agree to a quarterly meeting.Nick Gruber
seconded a quarterly meeting and suggested the middle of the quarter.Council member Bailey
suggested the middle of November.Roll call:Ayes:Peard,Gruber,Stanton,Watts,Bailey.
Nays:None.Motion carried 5 -0 to meet in the middle of November.
Mayor Oberman asked for a motion to adjourn.Don Bailey,Jr.moved.Darlene Stanton second.
Ayes:All.Nays:None.Motion carried 5-0.
Meeting Adjourned at 8:16 PM.
