JOINT MEETING WITH UTILITIES COMMITTEE
SEPTEMBER 29,2003
(1)Call to Order -The joint meeting ofthe Waukee Utilities Committee and the
Waukee City Council was called to order by Mayor Tony Oberman at 7:00 PM.
(2)Roll Call-The following members were present:Mayor Tony Oberman,and
Council members Nicholas Gruber,Donald Bailey,Jr.,Bill Peard and Darlene Stanton.
Council member Mike Watts present at 7:07.
(3)Public Comment -Mark Douglas of the Iowa Utility Association and Paul
Priest,730 Westbranch Drive,of MidAmerican Energy cautioned the council
against municipalizing the electric utility.Jim Phillips,240 Bel Aire Drive,
questioned the purpose of electric municipalization.Doug Owens,710
Westbranch Drive,objected to the council discussing the municipalization
feasibility report in a closed session.
(4)Motion:To suspend the open session and to go into closed session per §388.9 and
§21.5(c)of the Iowa Code to hear a presentation by Latham &Associates,Inc.on the
Preliminary Municipalization Feasibility Study for the City of Waukee and to discuss
the report Mike Watts so moved.Bill Peard second.Roll call:Ayes:Watts,Peard,
Bailey,Stanton,Gruber.Nays:None.Motion carried 5 -O.
(5)Closed Session-
(6)Motion:To return to the open session Nick Gruber so moved.Mike Watts second.
Roll call:Ayes:Gruber,Watts,Peard,Bailey,Stanton.Motion carried 5 -O.
(7)Discussion:As to how to proceed Councilmember Nick Gruber indicated he wished
to study the material.Council member Peard suggested that all would benefit from a
time line.Public Works Director John Gibson said that a meeting of all communities
interested in municipalization would be taking place within the month.A time line can
be completed after that meeting.Council member Stanton asked if the report could be
placed on the web page.MT.Latham will send us a copy of the report in PDF format.It
will be available to anyone interested in some type of media.
Mayor Oberman entertained a motion to adjourn,Nick Gruber moved.Mike Watts
second.Ayes:All.Nays:None.Motion carried 5-0.
Meeting Adjourned at 9:40 PM.
