Workshop /Special Meeting
OCTOBER 13,2003 I
(1)Call to Order -The workshop /special meeting of the Waukee City Council was
called to order by Mayor Tony Oberman at 7:00 PM,
(2)Roll Call-The following members were present:Mayor Tony Oberman,and
Council members Nicholas Gruber,Donald Bailey,Jr.,and Darlene Stanton,Council
members Mike Watts and Bill Peard were absent.
(3)Agenda Addition /Agenda Approval-Council member Darlene Stanton
moved to approve the agenda,Council member Nick Gruber second.Roll call:
Ayes:Stanton,Gruber,Bailey.Nays:None.Absent:Watts,Peard.Motion
carried 3 -0 -2.
(4)Discussion:Consider placing the M-IA area around Highway 6 and N 6'h Street
into a PD (Planned Development)Mayor Oberman opened the discussion.Gary Sayre
ofInterstate Auto,Jim Coons of Coons Trucking and Jim Phillips of240 Bel Aire Drive'
were present to discuss this issue with staff and the council.The recently approved
ordinance modifying §304.5 by adding requirements for an Arterial Corridor Overlay for
all lots within 600 feet of Highway 6,Alice's Road or University Avenue did not exclude
this area.The new design standards must apply to the area unless the area is re-zoned as
a Planned Development.Council member Nick Gruber wanted to uphold the new design
standards for this area.Council member Darlene Stanton suggested that the restrictions
were too great for this particular area and suggested re-zoning this area as a PD (Planned
Development).Council member Don Bailey suggested that the City should be a little
more supportive and accommodating of our existing businesses.Mayor Oberman
suggested he thought the intent of the overlay recently enacted was more for the
undeveloped areas and he would not support a 70%brick in this M-IA area.Council
member Stanton said that landscaping would help to make the area look better and
suggested a PD would be the way to go.Interstate Auto owner Gary Sayre,a salvage
auto parts dealer,said he was willing to landscape;but didn't think brick was appropriate
for the area and for his business.Gary Sayre is hoping to extend one of his buildings
enough to house some of his equipment,which he now leaves outdoors.None of the
council members were opposed to Mr.Sayre adding on to his building as is.Further
discussion included paving Sixth Street north of Hickman/Highway 6.Council member
Stanton suggested that staff and business owners work together and develop a vision or
plan for the existing area.Easements associated with the Street were secured in 1999.
Jim Coons asked if the Street could be graveled.Maintenance for the road -street is that
of a Level BRoad.Further research will be undertaken to see what can be done to
improve the road.Council members agreed that Interstate Auto could go through the
Administrative Site Plan and apply for a building permit.Gary Sayre is willing to add
landscaping to the property.City staff will review the area,visit with the owners and
work out an over all plan for the area and return to Council with suggestions,Council
member Bailey indicated that he would like to know what other communities have done
to improve areas such as the M-lA district and requested staff to find out what has
worked.

(5)Motion:Approving Special Class C Liquor License and Class B Wine Permit
including Sunday Sales Privilege and Outdoor Service for Significant Enterprise,
L.L.c.,DBA The Wine House Nick Gruber moved to approve.Darlene Stanton second.
Roll call:Ayes:Gruber,Stanton,Bailey.Nays:None.Absent:Peard,Watts.Motion
carried 3 -0 -2.
Mayor Oberman asked for a motion to adjourn,Nick Gruber so moved.Darlene Stanton
seconded.Roll call:Ayes:All.Nays:None.Motion carried 3-0.
Meeting Adjourned at 7:50 PM.
