HomeMy WebLinkAbout2003-12-08-Work Session MinutesWAUKEE CITY COUNCIL MINUTES WORKSHOP MEETING DECEMBER 08,2003 The Waukee Mayor,City Council,City Administrator and Department Heads met Monday everting,December 8,2003 at 6:30 PM to review the FY04 Budget and to plan fOTthe FY05 Budget. Call to Order:MayOT Oberman called the workshop meeting of the Waukee City Council to order at 6:30 PM. Roll call:the following members were present:Nick Gruber,Don Bailey,Jr.,Mike Watts,Darlene Stanton and Bill Peard. In addition council member-elect Jeff Mertz and staff members Linda Burkhart,Chad Weaver,Demus Dowell,Jody Gunderson,Linda Mack,Terry Sesker,John Gibson, Cathy Paardekooper,Larry Phillips were present fOTthe meeting. Agenda Approval:Mike Watts moved to approve the agenda.Nick Gruber second.Roll call:Ayes:Watts,Gruber,Stanton,Peard,Bailey.Nays:None.Motion carried 5 -O. Revenue sources were discussed initially.The Iowa League of Cities is assuming the worst and telling city governments it is very likely that the State ofIowa will not distribute Homestead,Elderly/Disabled or Military credits fOTthe coming fiscal year.In addition the property valuation rollback,which has previously fluctuated from a high one year to a low the next,is at an all time low of 48.4558%,the third consecntive year of decreasing rollback by the State.The relative merits of TIP valuation and non-TIP commercial valuation were discussed.Most cities are maintaining the current level of income/expenditure ratio and are refraining from starting anything new for the coming year, Expenditures were discussed.Some departments do not have a balanced operating budget for this year.Funding might have to be funneled into those departments whose growth occurred within the last 12 months.Other expenditures were discussed,Council members identified programs which were of particular interest to each ofthem.Staff similarly identified specific areas where extra funding was needed. The general consensus of the meeting was that the City Administrator and staff would work within the constraints of the expected revenue and propose individual budgets which would contribute to an overall balanced budget. The mayor wrapped up the evening thanking everyone fOTa cordial,productive meeting. The mayor asked for a motion to adjourn,Bill Peard moved to adjourn.Nick Gruber second.Ayes:All.Nays:None.Motion carried 5 -O.Meeting adjourned at 8:18 PM.
