SPECIAL MEETING AND WORKSHOP SESSION
JANUARY 29,2004
(1)Call to Order -The special meeting and workshop session of the Waukee City
Council was called to order by Mayor Oberman at 6:30 PM.
(2)Agenda Approval-Council member Darlene Stanton moved to approve the agenda.
Jeff Mertz second.Roll call:Ayes:Stanton,Mertz,Bailey,Gruber,Peard.Nays:None.
Motion carried 5 -O.
(3)Resolution:Awarding $465,000 General Obligation Refunding Bonds,Taxable,
Series 2004 Scott Sanders of Public Financial Management (PFM).Mr.Sanders
distributed the tabulation of bids,which were received at one o'clock during the day.
Five banks were involved who put together four separate bids.The interest rate ranged
from 3.6978%to 4.0353%.The lowest bid was Bankers'Bank along with Waukee State
Bank.Bonds are very short with maturity in 2005 and 2010.The savings to the city
when refunding the 1995 bond and accepting the low bid is a net of$54,230.Darlene
Stanton moved to approve acceptance of the low bid offered by Bankers'Bank and
Waukee State Bank.Bill Peard second.Roll call:Ayes:Stanton,Peard,Bailey,Gruber,
Mertz.Nays:None.Motion carried 5 -O.
(4)Resolution:Awarding $1,090,000 General Obligation Water Bonds Nick Gruber
moved to approve this resolution.Jeff Mertz second.Bids were received for this bond
sale today at 1 o'clock as well.Banker's Bank with the participation of Waukee State
Bank was the low bidder at 3.6565%.The interest rate ranged from 3.6565%to
4.2314%.Roll call:Ayes:Gruber,Mertz,Bailey,Peard,Stanton.Nays:None.Motion
carried 5 -O.
(5)Workshop:Strategic Planning Session with Tim Shields Tim Shields,Director of
the Institute of Public Affairs,University ofIowa,led the session.This workshop was a
time for Council to discuss issues related to growth and growth management.Council
and City Staff first reviewed the Strategic Priorities established in October 2002.Some
of those priorities are concluded and some require more work.Tim Shields shared his
thoughts concerning emerging issues for cities and helped the council to identify some
for the City of Waukee.During and through this process we updated our goals for the
next 18 to 24 months.Mr.Shields will return later in the Spring to help the council and
staff develop a vision as to what they expect Waukee to be like in the next 6 to 7 years.
Mayor Oberman asked for a motion to adjourn.Jeff Mertz moved to adjourn the meeting.
Darlene Stanton seconded the motion.Ayes:All Nays:None.Motion carried 5-0.
Meeting Adjourned at 9:30 PM.
