SPECIAL MEETING
March 19,2004
(1)Call to Order -The special meeting of the Waukee City Council was called to order
by Mayor Oberman at 5 :00 PM.
(2)Roll Call-The following members were present:Mayor Oberman,Council members
Nicholas Gruber,;£.2 ,IeffMertz,Bill Peard,and Darlene Stanton.Council
member Don Bailey,Ir.absent.
(3)Agenda Approval-Nick Gruber moved to approve.Darlene Stanton second.Roll
call:Ayes:Gruber,Stanton,Peard,Mertz.Nays:None.Absent:Bailey.Motion carried
4-0-1.
(4)Resolution:Approving contracting with the U.S.Census Bureau for conducting a
Special Census for the City of Waukee in 2004 Darlene Stanton moved to approve the
resolution.Bill Peard second.Brief Discussion.Roll call:Ayes:Stanton,Peard,Mertz,
Gruber.Nays:None.Absent:Bailey.Motion carried 4 -0 -I.
(5)Resolutions:Approving purchase of new right of way from the following properties
along University Avenue:
5a.1,467 sq.ft.of Lot 4,Hawthorne Ridge Townhomes an Official Plat from
Arlo M.and Sandra L.Hall in the amount of $7,901 for land,trees,shrubs and a
temporary easement plus $200 in legal costs,for a total of $8,1 01,for the purpose of
acquiring land prior to widening University Avenue Council member Stanton moved to
approve the resolution.Council member Mertz second.Roll call:Ayes:Stanton,Mertz,
Peard,Gruber.Nays:None.Absent:Bailey.Motion carried 4 -0 -1.
5b.3,036 sq.ft.of Lot 5 of South fork Plat No.1 an Official Plat from Russell
D.and Ilyen K.Wiesleyin the amount of$12,217 for land,trees,a dog fence and a
temporary easement plus $200 in legal costs,for a total of$12,417,for the purpose of
acquiring land prior to widening University Avenue Council member Stanton moved to
approve the resolution.Council member Peard second.Roll call:Ayes:Stanton,Peard..
Gruber,Mertz.Nays:None.Absent:Bailey.Motion carried 4 -q -1..
5c.1,435 sq.ft.of Lot "A"of Hawthorne.Ridge.Townhomes and-Official Plat
from Steven A.Bochmann in the amount of $8,000 for land,trees and a temporary
easement plus $200 in legal costs,for a total of $8,200,for the purpose of acquiring
land prior to widening University Avenue Council member Stanton moved to approve
the resolution.Council member Mertz second.Roll call:Ayes:Stanton,Mertz,Gruber,
Peard.Nays:None.Absent:Bailey.Motion carried 4 -0 -1.
5d.1,729 sq.ft.of Lot 6 of Southfork Plat 1 an Official Plat from Paul G.
Anderson in the amount of $6,019.25 for land,trees,irrigation system and a temporary
easement plus $200 in legal costs,for a total of $6,219.25,for the purpose of acquiring
land prior to widening University Avenue Council member Peard moved to approve the
resolution.Council member Stanton second.Roll call:Ayes:Peard,Stanton,Gruber,
Mertz.Nays:None.Absent:Bailey.Motion carried 4 -0 -I.
5e.1,662 sq.ft.of Lot 15 of Country Club Woods Plat No.5 an Official Plat
from Sarah EUeIl Farmer in the amount of $5,886 for land and relocation of a fence
plus $200 in legal costs,for a total of $6,086,for the purpose of acquiring land prior to
widening University Avenue Council member Stanton moved to approve the resolution.

5f.Backslope easement from Stephen R.Grubb in the amount of $100 for
grading work on Parcel "A"of Lot 1,Hawthorne Ridge Plat 1 Council member Gruber
moved to approve the resolution.Council member Peard second.Roll call:Ayes:
Gruber,Peard,Mertz,Stanton.Nays:None.Absent:Bailey.Motion carried 4 -0 -1.
(6)Resolution:Approving Plans of Proposed Improvements on the Urban Road
System,City of Waukee,PCC Pavement Widening,STP-U-8177(604)-70-25,University
Avenue Widening Project Council member Gruber moved to approve.Council member
Mertz second.Mark Lee of Lee Engineers and Surveyors,P.C.present to answer any
questions.Outstanding issues:(1)Larry Reed ofWDM has concerns about barrier
medians,which will be discussed at a later date;(2)Rev.Braband of West vue Church
requested a full access driveway at the location of the Church entrance on the north side
of University Avenue.Council members concurred with the recommendation by Mark
Arentsen to consider this issue at a much later time when traffic and the problems related
to it were significant.Mark Lee,engineer for the proj ect,said to have a cut even as far
east as possible could result in another entranceway on the south side of University
Avenue,which could easily create more "friction"on the roadway.Roll call:Ayes:
Gruber,Mertz,Peard,Stanton.Nays:None.Absent:Bailey.Motion carried 4 -0 -1.
Adjourn:Mayor Oberman asked for a motion to adjourn.Council member Stanton
moved.Council member Peard second.Voice vote:Ayes:All.Nays:None.Motion
carried 4 -O.Meeting adjourned at 5:11 PM.
