HomeMy WebLinkAbout2004-04-19-Special MinutesWAUKEE COUNCIL MEETING MINUTES SPECIAL MEETING APRIL 19,2004 (1)Call to Order -The special meeting of the Waukee City Council was called to order by Mayor Pro Tern Nick Gruber at 6:05 PM. (2)Roll Call-The following members were present:Council members Nicholas Gruber, Don Bailey,J effMertz,and Darlene Stanton present.Mayor Oberman absent.Council member Bill Peard will be ten minutes late. (3)Discussion:Of City's position on potential voluntary annexation agreements with all property owners on L.A.Grant and 312t!'Street and on setting parameters for those agreements Mark Arentsen read the proposed annexation agreement components and discussed what has occurred in the meetings previous to this one and proposed timeline for future annexation action for this area.Attorney William J.Lillis,317 6th Ave.,Suite 300,Des Moines,representing Stan and Jayne Venard,Mark and-Pam Venard,the JelTY and Carolyn Hermann and the Hermann family indicated he was not aware of the annexation agreement proposal and was not prepared to agree with all components ofthe annexation agreement.However,Mr.Lillis wished to discuss the agreement as much as possible in the meeting.He indicated the property owners have requested that their properties be re-zoned shortly after being annexed into the city to reflect possible uses for the land other than agriculture or to reflect the City's Comprehensive Plan.Council member Stanton stated that she would hope that re-zoning would be able to take into consideration the City's desire to have the area fit in with surrounding development.Mr. Lillis indicated that he felt that could be done;however,all would need to meet to agree to wording and content of proposal.Other topics such as animals,open burning,no water,no sewer,tax abatement,paving of 80 feet,curb and gutter were also discussed. Mr.Kurt Brewer,developer of the Kondes/Brewer property spoke to the council briefly. (4)Resolution:Approving recommended annexation agreement components Darlene Stanton moved to approve the recommended annexation agreement components contingent on Mr.Lillis meeting with city staff to work through all the issues not yet agreed upon.Bill Peard second.Roll call:Ayes:Stanton,Peard,Bailey,Gruber,Mertz. Nays:None.Motion carried 5 -O. Mayor Pro Tern Gruber asked for a motion to adjourn.Jeff Mertz moved.Darlene Stanton second.Ayes:All.Nays:None.Motion carried 5-0. Meeting Adjourned at 7:40 PM.
