HomeMy WebLinkAbout2004-08-23-Special Minutes_Joint P&Z MeetingWAUKEE CITY COUNCIL MINUTES SPECIAL JOINT MEETING WITH PLANNING &ZONING AUGUST 23,2004 (1)Call to Order -The special meeting of the Waukee City Council was cal1ed to order by Mayor Oberman at 7:00 PM. (2)Roll Call-The fol1owing members were present:Tony Oberman,Mayor,and Council members Nicholas Gruber,JeffV.Mertz,and Bill Peard.Don Bailey,Jr.and Darlene Stanton absent.Planning and Zoning members present:Chair Jerry Steele,Mary White,Frank Hoifeldt,Mel Willits,Joe Schmidt.Absent:Doug Krantz and Eric Korpanty (3)Agenda Approval -No changes.Nick Gruber moved;Jeff Mertz second to approve the agenda as written.Ayes:Gruber,Mertz,Peard.Nays:None.Absent:Bailey and Stanton.Motion carried 3 -0 -2. (4)Resolution:Approving September 13,2004 as the date of a public hearing for the authorization of a loan agreement witli Charter-Bank for the purchase of a 2003 Emergency 95 Aerial Platform on a CII Custom Chassis Ladder Fire Truck from EDM Equipment Bill Peard moved to approve the resolution.Jeff Mertz second.Rol1 cal1: Ayes:Peard,Mertz,Gruber.Nays:None.Absent:Stanton and Bailey.Motion carried 3 -0-2. (5)Discussion:Review of Items covered in the last two joint meetings plus consideration of new items briefly discussed during the two joint meetings: a.Conditional Uses b.Lighting standards in ordinance c.Roof pitch described in ordinance d.Overland Park,KS ordinances e.Examination of existing zoning designations f Discuss Residential Zoning Districts -R-2 zoning vs.R-1 -Architecture standards for R-4 -Condo and Apartment conversions g.Discussion of park dedication requirements h.Should all Municipal Code changes in Chapters 301 -304 be presented to P&Z before going to Council? i.Roll of the Council rep at P and Z Item a,-Conditional Uses:There was not a lot of support from the Council or from Planning &Zoning Commission for Conditional Uses in the various Zoning Districts, Members suggested using some other method to achieve the same end result of restricting the uses allowed in certain zoned areas, Item b.-Lighting standards in ordinance:TIns item will continue to be a topic of discussion through all of2004 and probably into 2005.Van tours of Waukee to check for 1 light spillage of street and commercial lights will occur later in the year after day light savings time has ended.Council and P&Z members were somewhat reluctant to consider regulation of outside residential lighting. t J Item c.-Whether Roof pitch should be described in ordinance:Preferences and the merits of flat vs.pitched roofs were discussed.Also covering from view the air handlers frequently located on the central area of a flat roof was discussed.Other than requiring all air handlers on roofs to be screened,a specific recommendation was not promoted. Item d.-Overland Park,KS ordinances:Areas covered by the ordinances were: Commercial Design Guidelines and Standards;Multi-family Residential Design Guidelines and Standards;Landscaping Requirements and Standards;General Street Construction Design Standards;Downtown Street/Screening/Parking Design Standards; and Downtown General Design Guidelines.Many members liked the Overland Park Municipal Code.It was suggested by several that city staff review the ordinances and select those sections which seem most appropriate to Waukee.P &Z and Council would then review our current Code and the proposed changes to the Code. Item e.-Existing Zoning Districts:Discussion centered on the zoning already existing in areas where Alice's Road will extend to 1-80.A concern was also stated as to whether undeveloped land,zoned several years back,should retain the zoning or revert to A-I.It was suggested that a meeting of the land owners along the proposed Alice's Road Corridor occur.Staff indicated that a September 7th Public Hearing will be held to discuss Alice's Road Corridor and zoning that is proposed for the corridor and the zoning currentl y on the ground,1 Item f.-Residential Zoning Districts:This topic was divided into (1)R-I vs.R-2 -the question for this section was whether Waukee should require certain areas to develop under R-I requirements or if we should require a balance between R-l and R-2 as new zoning is applied.Because we have a large number ofR-2 Districts,which require a 65' lot and 8000 square feet for a single family dwelling,we seem to have an overabundance of this size lot and structure size.Requiting developers to mix R-l and R-2 or to zone for one or the other would indicate to developers that certain areas are meant to be the larger size lot and structure size.The council wished to discuss this further;(2)Architecture standards for R-4.-it was suggested that requirement of a certain percentage of hard surface on the exterior ofthe building be added to the R-4 standards.Examples of town homes in Ankeny,Altoona and West Des Moines were discussed;(3)Condo and Apartment conversions are zoned R-3 -It was suggested that more specific requirements for each would be permitted,if the two were separated and the zoning was identified as R-3 and R-3A. Item g -Park Dedication Requirements -The present park dedication ordinance requires that a developer provide developed park ground,not simply raw ground.Many developers do not want to invest in providing playground equipment,ball fields,tennis courts,etc.They would much prefer providing raw ground,which would be improved by the City or by interested citizens.Staff would like both Council and Planning &Zoning ) 2 to commit to ensuring that developers provide developed parks or development costs rather than bare park space. Item h -Should an ordinances changing Municipal Code Chapters 301 -304 be presented to P&Z before going to Council:After a brief discussion,Council and Planning and Zoning recommended that ordinances related to 301,303 and 304 be submitted to P &Z before going to the Council, Item i -Council representative at P &Z:It was suggested that the Planning &Zoning rep as well as any other Council representative to a board or committee be more of a liaison between the Council and the board or committee rather than a member of the board or committee.As it is envisioned,the Council rep would be able to discuss what he/she thinks the Council would recommend and the rep would also be able to discuss with the Council the reasoning and thought process behind a commission,board or committeereCOlIllnendation.
