HomeMy WebLinkAbout2004-09-01-Regular MinutesWAUKEE CITY COUNCIL MINUTES SEPTEMBER 1,2004 (1)Call to Order -The special meeting ofthe Waukee City Council was called to order by Mayor Oberman at 7:00 PM. (2)Roll Call-The following members were present:Tony Oberman,Mayor,and Council members Nicholas Gruber,Donald Bailey,Jr.,JeffV.Meltz,Bill Peard and Darlene Stanton. (3)Discussion:Review Recommendation of the Wage Study Committee The discussion began with the presentation of the committee's recommendation for increases for FY05 and FY06.In this recommendation,total additional expenditure for fiscal year 2004 would be $66,667.00.Council member Stanton discussed the June 16,2003 resolution which included increases for FY04.Ms.Stanton also included a chart of increases reflecting that change.Further discussion indicated that more council members would want to include the increase for FY04,if the resolution and taped discussion reflected the council's concurrence with that increase.During the discussion,the resolution dated June 16,2003 was distributed to council members.In it,the council agreed to the following:"Once the closure program has been researched,developed and enacted by vote of Council,the recommended increases for each non-represented employee be retroactive to July I,2003."Originally the thought was to reduce the difference between the existing salary and recommended wage range midpoint by 30%each year over a three year period.The Wage Review Committee had recommended the increases begin with FY05 because FY04 was over and funding from that year was not available.City Administrator Mark Arentsen indicated that funds relevant to that fiscal year were still available until September IS,2004.Therefore,the council agreed to begin the closure program with FY04. Continued discussion included input from staff present for the meeting including Troy Mapes,Tim Royer,Greg Breuer,Linda Burkhart.Lisa Torgerson,a library staff member,informed the council of her review of neighboring communities'salary range for a similar position to the position she holds with the City.She indicated the neighboring libraries were paying more for a position similar to hers than Waukee was paying.The council and the city administrator indicated that the comparison in wages and resulting wage increase recommendation was based on the outline prepared by the staff member and department head and the job description developed by Public Sector Personnel Consultants,an independent company hired by the city to review all non- represented employee positions,and was then compared with a number of similar communities.A discussion centered on the process whereby an employee could appeal an issue of job comparison!job description or a recommendation,or lack thereof,of merit pay increase for an employee occurred before the previous discussion and after.It was suggested that continued review of job comparison!j ob description and pay adjustments would be part of the review by an independent consulting film.This review would occur every three years.For the intervening years,a resolution to this issue had not been reached. 1 A fmal recommendation by the council for wage increases for non-represented,which would include a three year closure program and a 3.5%COLA for FY05 and FY06, would bring everyone to or slightly above 95%of the Midpoint for each non-represented job classification as identified and compared by Public Sector Personnel Consultants. Paul Priest,Kurt Smith and an unidentified Waukee resident were also present and commented on the process and procedure embarked upon by the council over a year ago. Council member Don Bailey recommended two resolutions for the council's approval at the September 13,2004 meeting:one for the city administrator and one for the remaining non-represented employees.Nick Gruber was opposed to this recommendation.Council members Peard,Mertz and Stanton agreed with the recommendation. At this time Mayor Oberman asked for a motion to adj ourn.Darlene Stanton moved.Jeff Mertz second.Ayes:All.Nays:None.Motion carried 5-0. Meeting Adjourned at 8:15 PM.
