SPECIAL MEETING
OCTOBER 27,2004 1
(1)Call to Order -The special meeting of the Waukee City Council was called to order by
Mayor Oberman at 7:00 PM.
(2)Roll Call-The following members were present:Tony Oberman,Mayor,and Council
members Nicholas Gruber,Donald Bailey,Jr.and Darlene Stanton,electronically.Council
members Peard and Mertz absent.
(3)Agenda Approval-No changes.Don Bailey,Jr.moved;Nick Gruber second to approve
the agenda as written.Ayes:Bailey,Gruber,Stanton.Nays:None.Absent:Peard,Mertz.
Motion carried 3 -0 -2.
(4)Resolution:Approving a commitment to fund the local match for proposed projects
being submitted to the MPO for consideration in the Surface Transportation Program for
FY2008 including (1)Widening of University Avenue from Alice's Road to L.A.Grant
Parkway;(2)Widening of Alice's Roadfrom Highway 6 to University Avenue;and (3)
Construction of Alice's Road from University Avenue to Ashworth Road Don Bailey,Jr.
moved to approve the resolution.Nick Gruber second.After some discussion,Council
member Bailey requested the resolution reflect the City's intent to seek private sector funds to
offset the City's contribution of an estimated $2.6 million for the construction of Alice's Road
from University Avenue to Ashworth Road.Staff agreed.Roll call:Ayes:Bailey,Gruber,
Stanton.Nays:None.Absent:Peard,Mertz.Motion carried 3 -0 -2.
(5)Resolution:Approving a commitment to fund the local match for a proposed project
being submitted to the MPO for consideration in the Surface Transportation Program
Transportation Enhancement for FY2008 for construction of a multi-purpose trail to be
built along Alice's Road Corridor between University Avenue and Ashworth Road Nick
Gruber moved to approve.Darlene Stanton second.After some discussion,Mayor Oberman
requested staff seek additional funds from other private and public sources.ill response to
Council member Bailey's question concerning RISE grants,Jody Gunderson stated that an
Immediate Opportunity RISE Grant was a grant to seek,if a developer was willing to commit
to the development of a parcel along the Alice's Road extension.The 80 per cent grant with
20 per cent match is more beneficial to a developer than the 50 per cent 150 per cent ofthe
Competitive RISE Grant.Council member Bailey requested staff meet with all property
owners,discussing with them the opportunities ofthe RISE grants.Roll call:Ayes:Gruber,
Stanton,Bailey.Nays:None.Absent:Peard,Mertz.Motion carried 3 -0 -2.
At the close of the meeting,Mayor Oberman asked for a motion to adjourn.Nick Gruber
moved.Darlene Stanton second.Ayes:Gruber,Stanton,Bailey.Nays:None.Absent:
Peard,Mertz.Motion carried 3 -0 -2.
Meeting Adjourned at 7:17 PM.
