SPECIAL MEETING
NOVEMBER 29,2004
(1)Call to Order -The special meeting of the Waukee City Council was called to order
by Mayor Oberman at 6:30 PM.
(2)Roll Call-The following members were present:Tony Oberman,Mayor,and
Council members Nicholas Gruber,JeffV.Mertz,Bill Peard and Darlene Stanton.
Donald Bailey,Jr.absent.
(3)Agenda Approval-Because the representative for Painted Woods would be late in
arriving,Item 4 was taken up after the other items.Darlene Stanton moved.Bill Peard
second to approve the agenda as modified.Ayes:Stanton,Peard,Gruber,Mertz.Nays:
None.Absent:Bailey.Motion carried 4 -0 -1.
(5)Resolution:Approving Plat of Survey for Parcel "R"ill Government Lot 1 0,
Section T78N R26W Bill Peard moved to approve the resolution.Darlene Stanton
second.After a brief discussion,Nick Gruber moved to amend the motion to include a
statement stipulating that the approval of this Plat of Survey is contingent (1)on the
development of the plat being consistent with the V &K prepared City of Waukee Major
Streets Plan and the Alice's Road Corridor Plan and (2)that this contingency be included
on the Plat of Survey.JeffV.Mertz seconded the amendment.Roll call on the
amendment:Ayes:Gruber,Mertz,Stanton,Peard.Nays:None.Absent:Bailey.Motion
carried 4 -0 -1.Roll call on the amended motion to approve the Plat of Survey:Ayes:
Peard,Stanton,Gruber,Mertz.Nays:None.Absent:Bailey.Motion carried 4 -0 -1.
(6)Discussion:Alice's Road Corridor Plan Chad Weaver,Director of Planning,stated
that the Alice's Road Corridor Plan has been in the development phase for ahnost two
years beginning with the hiring of consultant Bill Ludwig to assist the City in developing
a pictorial representation of development along a proposed Alice's Road extension from
University Avenue to 1-80.Neighboring property owners and other interested individuals
attended a public meeting on this plan on September 7,2004.In addition it has been,'.presented to all relevant committees in the City.Mr ..Weaver presented an overview of
the plan and answered questions concerning (1)campus-type development;(2)where Big
Box stores would be located;(3)location of parking for each building in relationship to
the major corridor or other streets or buildings;(4)landscaping of medians and the safety
correlation when the speed limit is 35 to 45 or higher;(5)park land and the number of
persons per housing unit;(6)time line for development and provision of infrastructure;
(7)interchange update;(8)options available to council when development conflicts with
zoning.Staff will revise the section related to parking;so that it provides guidelines as to
location of parking related to the corridor,other streets and other buildings.After a brief
discussion,the general consensus was to leave the number of persons per housing unit for
parkland computation the same as is in the table on page 22 of the plan.Staff will
provide an updated timeline for development and construction of interchange as part of
its January update.Staff will provide a memo outlining legal options concerning zoning,

use and development when there is a conflict and when there is a situation where the
zoning permits a use which is not planned for the Alice's Road Corridor.
(7)Resolution:Approving Alice's Road Corridor Plan No action was taken on this
item.

(4)Resolution:Approving Final Plat for Painted Woods Greg Pierce with Nilles
Associates was present to answer questions concerning the fmal plat.The punch list is
almost complete.A bond has been provided for those items not completed.Council
member Stanton asked that clarification of use of the outlots for the bike trail include
"and bike trail"in Note 1 on the Final Plat so that the sentence in question reads:"Public
improvements for the construction and maintenance of lift station facilities,underground
utilities and bike trail are allowed within said outlots."Mr.Pierce indicated that would
be done and also suggested that Note 4 could be changed to include across said lots and
corresponding outlots;so that Note 4 would read "The bike trail will be owned and
maintained by the City of Waukee and located within the easement across Lots 14,16
and 17 and outlots 13A,14A,17A,to be constructed at a future date by the City of
Waukee."Discussion of future bike trails occurred.City Attorney Paul Huscher said he
approved of the project in terms of the bonds,certificates and title opinion.JeffV.Mertz
moved to approve the resolution approving the Final Plat including the changes to Notes
I and 4 as previously discussed.Darlene Stanton second.Roll call:Ayes:Mertz,
Stanton,Gruber,Peard.Nays:None.Absent:Bailey.Motion carried 4 -0 -1.
Mayor Oberman asked for a motion to adjourn,Jeff Mertz moved.Darlene Stanton
second.Ayes:All.Nays:None.Motion carried 4-0.
