WORKSHOP MEETING
JANUARY 10,2005
(1)Call to Order -The workshop meeting of the Waukee City Council was called to order by
Mayor Oberman at 7:00 PM.
(2)Roll Call-The following members were present:Tony Oberman,Mayor,and Council
members Nicholas Gruber,Donald Bailey,Jr.,JeffV.Mertz,Bill Peard and Darlene Stanton.
(3)Agenda Approval-No changes.Darlene Stanton moved;Nick Gruber second to approve
the agenda as written.Ayes:Stanton,Gruber,Peard,Bailey,Mertz.Nays:None.Motion
carried 5-0.
(4)Discussion:City's position on the League of Cities /Iowa State Association of Counties
Property Tax Reform Proposal The Greater Dallas County Development Alliance requested the
City adopt a position on this proposal.It was difficult for the Council to reach agreement in
favor of anyone of the suggested changes in the proposal.Council members were not willing to
commit to the proposed reform without knowing exactly how the changes would affect Waukee
citizens.Although the Council felt there were beneficial changes or the potential for beneficial
changes in sections ofthe proposal,the overall proposal was not one that the Council could
support as written.
(5)Discussion:Waukee's contribution to the relief effort for the tsunami survivors and for the
rebuilding of those areas hit hardest in SE Asia Council member Peard requested this item be
on the agenda because he felt a gesture of good will would be appropriate in this disaster.The
Council voted to contribute to the fund for the survivors and family members of the victims of
the twin towers act of violence.Council member Bailey indicated he would support such a
donation.Further discussion led one council member to question the use of tax payer funds for
the contribution;however,the contribution to 9/11 fund serves as a precedent to this
contribution.This item will be on the January 17 agenda.
(6)Discussion:Waukee Delegation's legislative trip(s)to Washington,D.C/or 2005 The
Council discussed this item and suggested that two trips as taken last year would serve the
purposes of the City far better than taking one trip in June.Approximately half of the Council
will be on the first trip in April and the remainder will participate in the Greater Des Moines
Partnership Trip in June.
The council briefly discussed meeting dates for the upcoming months of February and March.
This item will be on the agenda for January 17,2005.
Mayor Oberman asked for a motion to adjourn.Darlene Stanton moved.
Ayes:All.Nays:None.Motion carried 5-0.
Meeting Adjourned at 8:05 PM.
