(18)Resolution:Approving the committee and process for the FY2005 City Administrator Evaluation Bill Peard moved to approve the resolution.Jeff Mertz second.Council discussed the method for the review One of the four Council members 9 did not think staff input should be part of the evaluation of a managing supervisor due to individuals who are supervised having quite frequently a reason to cast disparaging remarks about the supervisor affecting them most directly.Because the Council set goals for the City Administrator to improve his work performance,at least two of the four Council members desired to maintain the same review process as last year,so that the improvement could be measured more accurately. One of the four Council members thought input from staff is important in evaluating managers or supervisors. The City Administrator indicated he thought the process is fine except that annonymous comments cannot be validated and he would prefer that a method to ensure the opportunity to ascertain the validity of comments be part of the process and that questions written in a negative manner be eliminated.City attomey Paul Huscher indicated that a closed session,if requested by the City Administrator, would be permitted under the Code of Iowa. However, the response of individual staff members is requested outside of the closed session and Mr.Huscher states he does not find anything in the Code which states that evaluations of supervisors are to be annonymous. After further discussion,Council member Mertz would like to use the previous years evaluation form and method so that the comparison between last year and this year would be based on the same process.
