(A)Call to Order -The regular meeting of the Waukee City Council was called to order
by Mayor Pro Tern Jeff Mertz at 7:00 PM.
(B)Pledge of Allegiance
(C)Roll Call-The following members were present:Mayor Pro Tern JeffV.Mertz and
Council members Nicholas Gruber,Donald Bailey,Jr.,Bill Peard,and Darlene Stanton.
Mayor Tony Oberman absent.
(D)Open Forum -Shelley Reese,180 Waukee Ave.,representing the Library
Foundation and the Friends of the Library,reported that circulation for the library
is up 18%over last quarter,averaging over 100 new library cards per month,the
21 volunteers for September worked 178 hours.Tbe Friends just had a book and
bake sale,which made over $1,000.These funds will be used to purchase
juvenile non-fiction books for replacement and books the library needs.Poinsetta
sale is a current fundraiser,which will continue until the end of November.
(E)Agenda Approval-MayOTPro Tern Mertz stated item 13 would be deleted from the
agenda and item Fl would be added.Mayor Pro Tern Mertz asked fOTa motion to
approve the agenda as revised.Don Bailey,Jr.moved to approve.Nick Gruber second.

(F)Mayor's Report MayOTPro Tern Mertz encouraged all citizens to vote in the
election for the mayoral position and for the three council positions.Mr.Mertz stressed
how important it was for citizens to be informed and to vote for the candidate(s)oftheir
choice.
In addition Mayor Pro Tern Mertz introduced Talia Leman and the reason fOTthe
Council's Resolution of support and celebration of Talia in her efforts to raise funds
during Halloween for the survivors of the Katrina Hurricane.

(2)Resolution:Consideration of the IDOT Federal-aid Agreement for a Surface
Transportation Program Project for the expansion and improvement including PCC
paving on University Avenue from Waco Place to West of Alice's Road,STP-U-
8177(605)-70-25,Agreement No.405-STPU-029 Darlene Stanton moved to approve.
Nick Gruber second.$750,000 is available to the City through this program right now.

(4)Resolution:Consideration of application for financial assistance from Iowa
Department of Economic Development through the Community Economic Betterment
Account (CEBA)for Quebecor World in its bid to secure a facility expansion in Iowa
and an increase in Iowa of 73 new jobs by 2007 Bill Peard moved to approve the
resolution.Darlene Stanton second.Linda Schaut,Executive Director of the Greater
Dallas County Development Alliance and Julie Einck,Project Manager were preseiit to
discuss the project proposal.The application is hoping to secure $1.6 million for the
expansion to occur either in Waukee or Carroll,Iowa and to help pay for additional
employees.The City of Waukee,if selected for the plant expansion,would be required to
provide a match of $200,000.Quebecor has many divisions;Iowa is competing with
Colorado,California,Mexico,Pennsylvania and Canada for this project.Roll call:Ayes:

(5)Resolution:Consideration for supporting the Granger Gas Main Extension project
Bill Peard moved to approve.Nick Gruber second.John Gibson,Public Works Director,
gave a PowerPoint Presentation describing the current and recent past gas requirements
for the City of Waukee.The current supplier,Northern Natural Gas from Redfield,is
limited in what can be transmitted through the size of the branchline running from
Redfield to Waukee.Even if expanded,the amount available to Waukee from Redfield
would be (1)close to the limit available or (2)exceeding the limit by 2009.Other
sources were reviewed and evaluated.An option,open to the City,is one where Waukee
would construct a new feedermain from the Des Moines branchline north of Granger,
cross county to the east side of Waukee.The feedermain consisting of 14.56 miles of 6
inch pipeline with a maximum delivery pressure of 125 psig would cost $3.93 million to
construct.It would,however,provide sufficient gas well beyond 2009.This resolution
supports the proj ect and tells the City Administrator and the Public Works Director to
begin the process to construct the feederrnain starting north of Granger.Roll call:Ayes:

on this ordinance.

(18)Discussion:Of sex offender Iowa law status and city options This was brought
forward at the request of a council member.The consensus of the Council was that
protecting the children of Waukee was the number one responsibility of the City in this
situation and the City should follow through with whatever is permitted by law to do so.
The Council directed the City Attorney to research,review the law and draft an ordinance
for the Council to consider.
