WAUKEE CITY COUNCIL MINUTES
January 9,2006 I
(A)Call to Order -The regular meeting of the Waukee City Council was called to order by
Mayor Peard at 7:04 p.m.
(B)Pledge of Allegiance
(C)Roll Call-The following members were present:Mayor Bill Peard and Council
Members Donald Bailey,Jr.,JeffV.Mertz,Mike Watts,Isaiah McGee,and Darlene Stanton.
(D)Ceremonial Oath of Office -Interim City Administrator/Clerk John Gibson
administered the oath of office to Mayor Peard and Council Members Bailey,Watts,
and McGee.
(E)Open Forum -No one appeared to address the Council.
(F)Agenda Approval-Motion by Council Member Stanton,seconded by Council
Member Watts,to approve the agenda.City Attorney Steve Brick asked that items 11
and 13 be removed.Council Member Stanton amended her motion to include the
changes suggested by Mr.Brick;Council Member Watts amended the second.Roll
call:Ayes:Stanton,Watts,McGee,Bailey,Mertz,Nays:None.Motion carried 5 -O.
(G)Mayor's Report -Mayor Peard thanked the community of Waukee for the honor of
being elected their mayor.He stressed the importance of making good decisions today to
preserve our heritage and sense of community.Mayor Peard stated that he and the new
Council were rededicating themselves to continuing to make the city even better and that he is
confident they can work towards the common goal of building a community everyone can be
proud of.He went on to say that elected officials should always portray a positive and
supportive attitude to the public they serve and to one another.Mayor Peard spoke about the
results of the Citizen Satisfaction Survey calling the results nothing short of spectacular.He
stated that we have done a good job providing our citizens with a quality of life they deserve,
but we must strive even harder to be the best we can be.Mayor Peard stated that in the very
near future he will create a forum of private business leaders to raise funds using private
donations for a much needed aquatics center in Waukee for residents of all ages.He promised
that as Waukee's mayor,he would listen to and treat everyone with the respect they deserve.

(1)Consideration of entering into an Essential Corporate Purpose Loan Agreement
Mayor Peard opened the public hearing and asked if any written correspondence
regarding the ordinance had been received;John Gibson replied in the negative.No
one addressed the Council regarding the agreement.Mayor Peard declared the public
hearing closed.
(2)Consideration of entering into a General Corporate Purpose Loan Agreement Mayor
Peard opened the public hearing and asked if any written correspondence regarding
the rezoning had been received;John Gibson replied in the negative.No one addressed
the Council regarding the agreement.Mayor Peard declared the public hearing closed.

McGee to the Library Foundation Board of Trustees to complete a vacated position with a

9)RESOLUTION:Consideration of approving the base pay rate for Brad Deets who has
accepted the position of Director of Planning for the City of Waukee Motion by Council
Member Bailey,seconded by Council Member Mertz,to approve the resolution.Council
Member Mertz thanked all who participated in the hiring process.Mayor Peard stated the
City of Waukee is lucky to have hired Mr.Deets.Roll Call:Ayes:Bailey,Mertz,Watts,

Member Watts,seconded by Council Member Mertz,to approve the resolution.City
Attorney Steve Brick recommended the motion to approve the resolution subject to
submission of the documents setting forth the developer's proposals for park land dedication
and improvements for approval by the City Attorney.Council Member Watts amended his
motion to include the changes suggested by Mr.Brick,Council Member Mertz amended the

Ordinance allowing a second monument sign on a commercial lot Dan Dutcher of Hubbell
Realty addressed the Council suggesting that the sign ordinance be reviewed and possibly
modified.Motion by Council Member Watts,seconded by Council Member Bailey,to
approve the exception to the Sign Ordinance allowing a second monument sign on Dr.

14)ORDINANCE:Consideration of an ordinance to amend Chapter 304,Site Plan
Ordinance for the City of Waukee,Iowa,Section 304.5(M)(3),Non-residential Uses in R
Districts,by amending said section so it reads:"Any building used for a permitted non-
residential use in an R district shall be designed and constructed with architecture compatible
with the residential uses within the neighborhood.Use of materials shall follow the guideline
set forth for commercial buildings in item 4 below."[second reading]Motion by Council
