WORKSHOP MEETING
JANUARY 11,2006
(1)Call to Order -The workshop meeting of the Waukee City Council was called to order by
Mayor Peard at 7:00 p.m.
(2)Roll Call-The following members were present:Mayor Peard and Council Members
Stanton,Bailey,Watts,McGee,Mertz.Absent:None.
(3)CLOSED SESSION:Motion by Council Member Mertz,seconded by Council Member
Stanton,to close the regular session.Roll call:Ayes:Mertz,Stanton,Bailey,Watts,McGee.
Nays:None.Motion carried 5 -O.The regular session was closed at 7:00 p.m.
Closed Meeting:Held by Council per Section 21.5(l)(i)
Motion by Council Member Mertz,seconded by Council Member Stanton,to open the regular
session.Roll call:Ayes:Mertz,Stanton,Bailey,Watts,McGee.Nays:None.Motion carried
5 -O.The regular session was opened at 7:22 p.m.
(4)Discussion on Alice's Road Sewer Extension.Jody Gunderson,Director of Community
Planning,presented the Council with information regarding a West Des Moines sewer project
that the City of Waukee can utilize also.He stated that City engineers agree this is the cheapest
way to proceed.The cost to the City to double the capacity at the treatment plant would cost
$4.5 million while the cost of hooking up with West Des Moines would be significantly cheaper.
Council Member Watts expressed concern that the City would be giving up too much,especially
in the area of interstate frontage when the new interchange is complete.Council Member
McGee asked what the proposed value ofthis land was.Mr.Gunderson stated that it depends a
lot on the zoning.Council Member Stanton stated that a big benefit of hooking into West Des
Moines'sewer project was the Alice's Road Corridor.Mr.Gunderson replied that once the
sewer is in place,development happens because no one wants potential development to just sit
there.Council Member Bailey asked what the timeline is for the interchange.Mr.Gunderson
replied that the EA would be completed by Spring of2006 then the engineers can proceed.He
saw no reason why construction couldn't start next year sometime.Coucil Member Bailey also
asked what the total cost for the Alice's Road Interchange would be.Interim City Administrator
John Gibson replied that the cost would be a minimum of$6 million.Mr.Gibson stated that
there was a meeting on January 19 to start agreements for the right-of-way.He also stated that
the property owners would be responsible for most ofthe costs.Everyone agreed that we needed
to negotiate with West Des Moines to get the best possible outcome for both cities.Mr.
Gunderson reiterated that we can't lose sight of the importance of the sewer project and that both
cities would be giving something up.He further stated that West Des Moines is going ahead
with the project and that we need to figure out how we can benefit the most.Mr.Gunderson also
stated that we miss out on opportunites when our infrastructure is not in place.
(5)Discussion on Casey's Store on University.Interim City Administrator Gibson told the
Council that West Des Moines had problems with the opening to the store and they would like
the Casey's closed.Council Member Mertz recalled that the original site plan had right in/right
out openings on the plans.Council Member Bailey asked if anyone had spoken with Stephen
Grubb about this issue.Johu Gibsou stated that the reason for talking about this issue tonight
was to get everything in order on our end before talking to Grubb,Council Member Stanton
asked ifthere would be access to Indigo Lane and Mr.Gibson replied in the affirmative,
(6)Discussion on Waco Place Realignment Interim City Administrator Gibson told the Council
that West Des Moines is ready to pave.He stated that the developers put in their portion at no
cost to the City.
Mayor Peard asked for a motion to adjoum.Motion by Stanton,seconded by Mertz.Ayes:All.
Nays:None.Motion carried 5 -O.
