(E)Open Forum -No one appeared to address the Council. (F)Agenda Approval-Motion by Council Member Stanton,seconded by Council Member Watts,to pull item number 3 and approve the agenda with the change.Roll call:Ayes:Stanton,Watts,McGee,Bailey,And Mertz.Nays:None.Motion carried 5 -0. (G)Mayor's Report -Mayor Peard reported that he recently attended the Greater Des Moines Partnership's annual dinner and the Association of Business and Industry's annual banquet.Mayor Peard also attended the MFO 1st session meeting for 2006 where he introduced Darlene Stanton to the organization. C.Consideration of February 27,2006 as a public hearing date for an ordinance to amend Chapter 301,Waukee Municipal Code,Zoning Ordinance of the City of Waukee,Iowa,by rezoning and changing certain property therein from A-I [Agricultural District]to C-lA [Neighborhood Commercial District]and R-4 [Row Dwelling and Townhome District],and R-2 [One and Two Family 7 Residential District];and amend the Official Zoning Map to show rezoning (a parcel to be known as Fox Glenn) D.Consideration of Partial Payment Estimate No.2 to C.L.Carroll,Inc.for the Wastewater Treatment Facility Improvements in the amount of$11,542.50.] Motion by Council Member Mertz,seconded by Council Member Stanton,to delete payment of invoice #1-2006011029 and change the public hearing date for the rezoning of Fox Glenn from February 6,2006 to February 27,2006,approve the consent agenda with the changes. Roll Call:Ayes:Mertz,Stanton,Bailey,Watts,McGee.Nays:None.Motion carried 5 -O. 2)MAYOR'S APPOINTMENT:The appointment of Citizen members to the Park Board where vacancies exist,terms are expired or committees were at will now,for Year 2006. The Mayor's appointments for Park Board are as follows: 3 Year Term:LukeReimers 3 Year Term:Maggie Laughead 3 Year Term:DawnHayes 2 Year Term:Andy Chase 3)RESOLUTION:This item was removedfrom the agenda. 4)RESOLUTION:Consideration of approving RDG to design the corner monument signs along Alice's Road Corridor.Motion by Council Member Watts,seconded by Council Member Bailey,to approve the resolution.Roll Call:Ayes:Watts,Bailey,Mertz,McGee, Stanton.Nays:None.Motion carried 5 -O. 5)RESOLUTION:This item was removedfrom the agenda 6)RESOLUTION:Consideration of Veenstra &Kimm,Inc.proposal for Professional Engineering Services for the Alice's Roadway Corridor Preliminary Schematic Design.Don Bailey,Jr.requested the time frame for the project.Mik Briedis with Veenstra &Kirnm responded that it would take approximately three weeks for the initial survey and a couple months to complete.Motion by Council Member Stanton,seconded by Council Member McGee,to approve the resolution.Roll Call:Ayes:Stanton,McGee,Watts,Bailey,and Mertz.Nays:None.Motion carried 5 -0 7)RESOLUTION:Consideration of the City of Waukee to withdraw and terminate its association with the proposed West Metro Regional Airport Plan.Council Member Watts opened the discussion and explained that he requested this item on the agenda.Watts further explained that he is not happy with the answers received from the County and would like the airport to be put on a ballot for the public to decide,stating that it is too big of a decision to be made by a select few.Council Member Mertz explained that he felt it was premature to pull the City's support of the airport.The Dallas County Development Board should continue to go through the airport process and the city should make their decision when that process has been completed.Council Member McGee explained that he does not particularly care for the location ofthe airport and also has conems about the airport not being decided by the people of Dallas County.McGee feels that there is a significant amount ofmis-infonnation as well as a lack ofinfonnation.He would like to have a "sound discussion based on facts".McGee also feels the time to make the decision to pull the city's support would be at the time the Airport Authority is formed.This resolution is not,in his opinion,the best way to send a I 8 message to the Dallas County Development Board.Council Member Bailey stated he does not currently support the airport,but if the supporting parties for the airport were to provide a viable plan with additional information that made sense,he would consider it.He would definitely like to have vote from the public as part ofthe package.Council Member Stanton stated that the City should pay what they are currently obligated to pay.She further stated that she would like to have a letter sent to the Dallas County Development Board explaining that it is not in the city's best interest at this time to support the proj ect and the city is not pleased with the CUlTentprogress.She would like to let the Dallas County Development Board know that the city is withdrawing their support based on citizens concerns and that the city needs more information.Also,the city is not satisfied with the primary site and what can they do to address the city's concerns.Council Member McGee was concerned with the Resolution stating that the city will terminate and withdraw their support ofthe airport.He wanted the Council to consider both the positive and the negative benefits ofthe resolution, that this is not the appropriate way to send a message.Council Member Bailey requested that the Council pass the resolution and get information from Dallas County.Motion by Council Member Watts,seconded by Council Member Bailey to approve the Resolution.Roll Call: Ayes:Watts,Bailey,and Stanton.Nays:Mertz and McGee.Motion carried 3-2. 8)RESOLUTION:Consideration of Windfield 11 Townhome Association's request to change the provate street name within the development to SE Meadowlark Court.Motion by Council Member Mertz,seconded by Council Member Stanton,to approve the resolution. Roll Call:Ayes:Mertz,Stanton,McGee,Watts,and Bailey.Nays:None.Motion carried 5 -o (L)Reports -Reports were given by Interim City Administrator Gibson;Director of Community Development Gunderson;Assistant Director of Public Works Royer;Director of Finance Burkhart;Police Chief Phillips;City Engineer Mik Briedis;City Attorney Blick; Council Members Stanton,Watts,Mertz,Bailey and McGee.
