(B)Pledge of Allegiance (C)Roll Call-The following members were present:Mayor Peard,Council Members Bailey, McGee,Mertz,Stanton,Watts.Absent:None. (D)Open Forum -Jim Phillips addressed the Council with his concerns on the garbage rate mcrease. (E)Agenda Approval-Motion by Council Member Stanton,seconded by Council Member McGee,to approve the agenda with the removal of items number 110 and 113.Roll call: Stanton,Mertz,McGee,Bailey,Watts.Nays:None.Motion carried 5 -O. (F)Mayor's Report -Mayor Peard reported he and the Council had a special meeting to establish which candidates will be interviewed for the City Administrator position and complimented staff for a great 4th of July parade and event. (G)Presentations: 1)Proclamation:Of August 1,2006 as National Night Outy -Mayor Peard read the proclamation.Sergeant Breuer accepted the proclamation on behalf of Sergeant Mapes. 2)Proclamation:Of welcome to the participants of RA GBRAI®XXXIV -Mayor Peard read the proclamation.Several members of the RAGBRAl®Organizing Committee accepted the proclamation. Drive.from the provisions of Waukee Municipal Code §803.2(EE),requiring an approved automatic fire extinguishing system for repair garages/service stations over 3,500 gross square feet -Motion by Council Member Bailey,seconded by Council Member Watts to approve the resolution.Code Compliance Officer Dermis Dowell addressed the Council to explain the appeal and to address any questions.Council Member Stanton stated that many surrounding metro area communities had adopted regulations similar to that adopted by Waukee based upon National Fire Prevention Association (NFP A)standards,and that it was beyond her qualifications to approve anything less than the fire standards adopted by the Waukee City Council.Council Members Bailey and Watts spoke in support ofthe appeal.Council Member Bailey asked that the ordinance be revised to increase the gross square footage minimum for required sprinklers or fire walls;Council Member Mertz advised against an ordinance revision on the moratorium -Motion by Council Member Mertz,seconded by Council Member Stanton to approve the resolution.Council Member Watts expressed concem over the potential loss of property tax payments to the City of Waukee if the moratorium is approved.Council Member Bailey asked that the plan be sent back to the City of West Des Moines in order to include more property in the moratorium.Council Member Bailey to approve the resolution.Council Member Stanton proposed the City match employee contributions into the flex spending account,dollar for dollar,up to a $500.00 maximum in order to encourage
