SPECIAL MEETING
AUGUST 9,2006
A)Call to Order -The special meeting of the Waukee City Council was called to order by Mayor Pro
Tern Stanton at 5:05 p.m.
B)Roll Call-The following members were present:Council Members Don L.Bailey,Jr.;C.Isaiah
McGee;JeffV.Mertz;Darlene Stanton.Absent:Mayor William F.Peard and Council Member Mike
Watts.(Mayor Peard arrived at 5:10 p.m.;Council Member Watts participated by phone for
approximately five minutes during the closed session.)
C)Agenda Approval.Motion by Council Member McGee,seconded by Council Member Mertz,to
approve the agenda.Roll call:Ayes:McGee,Mertz,Bailey,Stanton.Nays:None.Motion carried 4 -O.
D)Open Forum.
E)RESOLUTION:Consideration of approval of the appointment of the City Administrator/Clerk,
Director of Community Development and Director of Planning as representatives for the City of
Waukee,Iowa for certain matters regarding annexation-Director of Community Development Jody
Gunderson explained that the City Attorney had suggested the Council appoint representatives to act on
behalf of the City during consultations with affected boards of supervisors and township trustees;such
consultations during the annexation process are required by Iowa Code.Council Member Mertz
suggested the resolution be revised to appoint the Interim City Administrator/Clerk;Deputy City Clerk
Becky Schuett explained that the resolution had been drafted in general terms so that the appointments
would be valid for annexation procedures both now and in the future.Mr.Gunderson suggested adding
the Director of Public Works as an appointee.Council Member Bailey expressed his appreciation to City
staff for the work done on annexation,but stated that he wanted the Council to be included during
consultation meetings.Council Members Mertz and Bailey both asked for regular updates on the
annexation proceedings.Motion by Council Member Mertz,seconded by Council Member Stanton,to
approve the resolution with the addition of the Public Works Director as a representative.Roll call:
Mertz,Stanton,McGee.Nays:Bailey.Motion carried 3 -1.
F)DISCUSSION:Council and Consultant Interview Orientation Session -Mr.Bob Beezat,consultant
with The PAR Group,distributed a list of questions that he suggested the Council ask of the interviewees.
F)CLOSED SESSION-Motion by Council Member Meltz,seconded by Council Member Stanton,to
close the regular session and open the closed session.Roll call:Ayes:Meltz,Stanton,Bailey,McGee.
Nays:None.Motion carried 4 -O.The Council entered closed session at 5:25 p.m.
Closed Session held pursuant to Iowa Code §21.5(1)(i)to evaluate the professional competency of
an individual whose appointment,hiring,performance or discharge is being considered when
necessary to prevent needless and irreparable injury to that individual's reputation and that
individual requests a closed session -Council came out of closed session at 8:50 p.m.
