(B)Pledge of Allegiance (C)Roll Call-The following members were present:Mayor William F.Peard;Council Members Don L.Bailey,Jr.;JeffV.Mertz;Darlene Stanton;Mike Watts.Absent:C. Isaiah McGee. (D)Open Forum -Randy Yontz,public advocacy director for the American Heart Association,spoke on facts regarding heart disease in adults and children,and gave some background information on the World Wide Day of Play. (E)Agenda Approval-Motion by Council Member Bailey,seconded by Council Member Stanton,to approve the agenda with the removal of item #J4.Roll call:Ayes:Bailey, Stanton,Mertz,Watts.Nays:None.Absent:McGee.Motion carried 4 -0 -1. (F)Mayor's Report -Mayor Peard stated that he'd had a working lunch with Interim City Administrator Gibson the previous week,and that on September 21 he'd attended an MPO meeting.He then mentioned his participation in Fall Festival,including the open house for Jeff Kooistra.Mayor Peard said that he and the Citizen of the Year committee nominated the Waukee Woman's Club for the award,and that a reception in their honor would be scheduled.He also gave a speech to the Waukee Woman's Club on September 22, presenting them with a proclamation on their 100'h anniversary,On September 22,Mayor Peard also attended the ribbon cutting for the Liberty Park Mall remodel. (G)Presentations (1)Proclamation:Of September 30,2006 as World Wide Play Day -Mayor Peard read the proclamation aloud and presented it to Randy Yontz of the American Heart Association. (2)Proclamation:In recognition of the Waukee Woman's Club on the occasion of theirtoo:anniversary -Mayor Peard read the proclamation aloud and presented it to representatives of the Waukee Woman's Club. Absent:McGee.Motion carried 4 -0 -1. 2)Mayor's Appointment:Rose Nutt to the Library Board of Trustees for a term ending June 30,2009 -Mayor Peard announced the appointment. 3)Resolution:Consideration of of appointment of Rose Nutt to the Library Board of Trustees for a term ending June 30,2009 -Motion by Council Member Watts, seconded by Council Member Mertz,to approve the resolution.Roll call:Ayes:Watts, Mertz,Bailey,Stanton.Nays:None.Absent:McGee.Motion carried 4 -0 -1. 4)REMOVED FROM AGENDA 5)Resolution:Consideration of approval of the 2006 Safe Routes to School Iowa grant application-Motion by Council Member Bailey,seconded by Council Member Watts, to approve the resolution.Director of Planning Deets gave a brief overview of the program.Randy Yontz of the American Heart Association addressed the Council,stating that his organization had lobbied the federal government for the program and expressing his pleasure that the City was applying for the grant.Roll call:Ayes:Bailey,Watts, Mertz,Stanton.Nays:None.Absent:McGee.Motion carried 4 -0 -1. 6)Resolution:Consideration of approval for the Annual Street Finance Report,and directing the Director of Finance to file the report with the Iowa Department of Transportation -Motion by Council Member Watts,seconded by Council Member Stanton,to approve the resolution.Roll call:Ayes:Watts,Stanton,Bailey,Mertz,Nays: None.Absent:McGee.Motion carried 4 -0 -1. 7)Resolution:Consideration of approval of allocating funds for participation by the Waukee Public Library in a strategic planning session -Motion by Council Member Stanton,seconded by Council Member Watts,to approve the resolution.Council Member Mertz gave a brief overview of the strategic planning program and voiced his support for the resolution.Council Member Stanton and Mayor Peard also expressed their support for the resolution.Interim City Administrator Gibson stated that Council Member McGee had requested that his support for the resolution be communicated to the Council.Mr.Gibson asked the Council for clarification on the funding source for the program;the Council agreed that the funds should come from the reserve funds.Rebecca Johnson of the Waukee Library Board of Trustees addressed the Council,thanking them for their support of the resolution and thanking Library Director Mack for her work. Council Member Stanton amended the motion to approve the resolution so that funding 7 for participation in the program would be paid from reserve funds;Council Member Watts amended the second.Roll call:Ayes:Stanton,Watts,Bailey,Mertz.Nays:None. Absent:McGee.Motion carried 4 -0 -1. 8)Resolution:Consideration of approval of the Waukee Broadcast System Cable Channel 7 Policy and Guidelines -Motion by Council Member Watts,seconded by Council Member Stanton,to approve the resolution.Council Member Watts asked ifthe policy would allow for programming on issues of a political nature;City Attorney Brick stated that the Council could amend the policy to allow for such progrannning,but that equal air time would need to be allowed for all viewpoints.Council Member Stanton questioned if the fees to be charged for copies were adequate;Deputy City Clerk Schuett replied that the fees were appropriate at this time.Roll call:Ayes:Watts,Stanton, Bailey,Mertz.Nays:None.Absent:McGee.Motion carried 4 -0 -1. 9)Resolution:Consideration of approval of designating a perpetual date and time of October 30 between the hours of 6:00 p.m.and 8:00 p.m.for Beggar's Night in Waukee unless otherwise determined by Council for special circumstances -Motion by Council Member Watts,seconded by Council Member Mertz,to approve the resolution. Roll call:Ayes:Watts,Mertz,Bailey,Stanton,Nays:None.Absent:McGee.Motion carried 4 -0 -1. lO)Discussion:City Council meeting dates in October -The Council agreed that the October dates would remain as scheduled on the 2nd and 16th of the month. 11)Motion:Consideration of approval of the date of public hearing on an ordinance to amend Chapter 301,Zoning Ordinance of the the City of Waukee,Iowa,by amending Section 301.8(C)to clarify limitations and restrictions for the location of accessory buildings -At the request of Interim City Administrator Gibson,the Council took no action. (K)Reports -Reports were given by Interim City Administrator Gibson;Deputy City Clerk Schuett;Director of Finance Burkhart;Director of PI amling Deets;Assistant Public Works Director Royer;Council Members Mertz,Stanton,Bailey,Watts.
