(A)Call to Order -The regular meeting of the Waukee City Council was called to order by
Mayor Peard at 7:01 p.m.in the Council Chambers at City Hall.
(B)Pledge of Allegiance
(C)Roll Call-The following members were present:Mayor William F.Peard;Council
Members Don L.Bailey,Jr.;C.Isaiah McGee;JeffV.Mertz;Darlene Stanton;Mike
Watts.Absent:None.
(D)Open Forum -Kim Stewart with the Waukee YMCA addressed the Council to answer
questions regarding the announcement that the YMCA would be building a new facility in
the community.
(E)Agenda Approval -Motion by Council Member Mertz,seconded by Council Member
McGee,to approve the agenda.Roll call:Ayes:Mertz,McGee,Bailey,Stanton,Watts.
Nays:None.Motion carried 5 -O.
(F)Mayor's Report -Mayor Peard welcomed Jeff Kooistra as the City Administrator and
thanked John Gibson for his work as the Interim City Administrator.He then encouraged
citizens to attend Wauktoberfest.Mayor Peard attended the Dallas County Mayor's
Meeting on October 12,where discussion concerned city/county cooperation on land use
and sewer issues,the Iowa League of Cities agenda and action plan for the upcoming
legislative session,an update on Project Destiny,the MAC Homeland Security Proposal,
and the western bypass.Mayor Peard then congratulated Council Member McGee on his
performance as moderator of the Black and Brown Forum gubernatorial debate.

1)Proclamation:Declaring October 22-28,2006 as National Save for Retirement Week
-Mayor Peard read the proclamation aloud.
2)Reports:Quarterly Reports from Library,Police and Fire departments -Library
Director Mack,Police Chief Phillips and Fire Chief Robinson presented reports.

expiration dates of each appointee.

5)Resolution:Consideration of an application for funding from the Federal Surface
Transportation Program (STP)to the Des Moines Area Metropolitan Organization
(MPO)for the purpose of assisting in the funding of construction of (1)widening of
University Avenue from Alice's Road west to L.A.Grant Parkway;(2)widening of
Alice's Roadfrom Highway 6 to University Avenue;and (3)construction of Alice's
Road from University Avenue to Ashworth Road and further approving the application
which obligates the City of Waukee to provide matching funds for the construction of
said projects -Motion by Council Member Watts,seconded by Council Member McGee,

6)Resolution:Consideration of an application for funding from the Federal Surface
Transportation Program Transportation Enhancement (STP TE)to the Des Moines
Area Metropolitan Planning Organization (MPO)for the Partial Funding for the
Construction of a multi-purpose trail to be built connecting Centennial Park,Warrior
Park,and Sugar Creek Golf Course into the Lower Trail System and further,

7)Resolution:Consideration of approval of accepting the bid for the Comprehensive
Plan Update project -Motion by Council Member Watts,seconded by Council Member
Stanton,to approve the resolntion.Director of Planning Deets reviewed the selection
process and recommended that the bid from Gould Evans be accepted.The total

projected cost of the project would not exceed $93,970;$40,000 had been budgeted for
the project,with additional costs paid from TIF revenues.Mr.Deets explained that a
project advisory board would be formed consisting of certain City staff,citizen board and
committee members,and members of the community.There was much discussion on
"branding"for the City.City Attorney Brick made the Council aware of certain language
in the Gould Evans agreement regarding fees and length of contract.Council Member
Watts amended the motion to approve the resolution providing a 9-month contract was
approved,with City Council approval of an extension to 12 months if deemed necessary;
