HomeMy WebLinkAbout2006-10-25-Work Session MinutesWAUKEE CITY COUNCIL MINUTES WORKSHOP MEETING OCTOBER 25,2006 A)Call to Order -The workshop meeting of the Waukee City Council was called to order by Mayor Peard at 7:02 p.m.in the Council Chambers at City Hall. B)Roll Call-The following members were present:Mayor William F.Peard;Council Members Don L. Bailey,Jr.;C.Isaiah McGee;Mike Watts.Absent:JeffV.Mertz;Darlene Stanton. C)Agenda Approval.Motion by Council Member McGee,seconded by Council Member Watts,to approve the agenda.Roll call:Ayes:McGee,Watts,Bailey.Nays:None.Absent:Mertz,Stanton. Motion carried 3 -0 -2. D)Open Forum -Director of Finance Burkbart presented a materials board and proposal to potentially redecorate the lobby area of City Hall.There was some discussion on the timing of the project in relation to a possible remodel of City Hall.Director of Public Works Gibson suggested a space needs study be conducted,including various phases of expansion.City staff was directed to proceed as they thought best on the matter. E)CLOSED SESSION -Motion by Council Member Bailey,seconded by Council Member Watts,to close the regular session and open the closed session.Roll call:Ayes:Bailey,Watts,McGee.Nays: None.Absent:Mertz,Stanton.Motion carried 3 -0 -2.The Council entered closed session at 7:12 p.m. Closed Session held pursuant to Iowa Code §21.5(1)OJ to discuss the purchase of particular real estate only where premature disclosure could be reasonably expected to increase the price the governmental body would have to pay for that property -Council came out of closed session at 7:21 p.m. F)Presentation:Regency Developer's Proposal-Mark Trumbauer of Regency Land Development presented a proposal for a welcome center and sales office on a commercial lot in the Williams Pointe development.The structure would be temporary and self-contained.Council Member Bailey suggested that Mr.Trumbauer meet with Mayor Peard on the details of the proposal. G)Work Session: a.Western Bypass -Director of Community Development Gunderson provided a draft of a letter to be sent to the MFO asking for that organization's support of the western bypass project;the letter had been requested by Dallas County Supervisor Golightly.There was much discussion on alignment of the bypass north of Highway 141.Council Member Bailey suggested City staff contact the cities of Adel,West Des Moines,Grimes and Dallas County regarding the bypass location preferred by those entities.The Council directed City staff to send the County letter to the MPO as requested. b.Annexation Plan to west -There was some discussion regarding the TIF and urban renewal district being administered by Dallas County for the Ortonville area. H)Comments. 1 Adjournment.Motion by Council Member McGee,seconded by Council Member Watts,to adjoum. Ayes:All.Nays:None.Motion carried 3 -o.
