WORKSHOP MEETING
NOVEMBER 13,2006 )
A)Call to Order -The workshop meeting of the Waukee City Council was called to order by Mayor Pro
Tern Stanton at 7:05 p.m.in the Council Chambers at City Hall.
B)Roll Call -The following members were present:Council Members Don L.Bailey,Jr.;Darlene
Stanton.Absent:Mayor William F.Peard;C.Isaiah McGee;JeffV.Mertz;Mike Watts.Council
Member Watts arrived at 7:13 p.m.;Mayor Peard arrived at 7:16 p.m.;Council Member McGee arrived at
8:38 p.m.
C)Agenda Approval.A quorum was not present for a roll call vote;no action was taken.
D)Open Forum.
E)Work Session:
1.Southfork Sanitary Sewer-Mel Willits,630 Westbranch Dr.,and Wayne Goedken,815
Southbranch Dr.,addressed the Council on behalf of the Southfork Sewer Club.Mr.Willits
spoke first,giving a brief history of his involvement with the club.Mr.Goedken then began a
PowerPoint presentation on the Southfork sanitary sewer.
Council Member Watts arrived at 7:13 p.m.

C)Agenda Approval-Motion by Council Member Bailey,seconded by Council Member
Watts,to approve the agenda.Roll call:Ayes:Bailey,Watts,Stanton.Nays:None.
Absent:McGee,Mertz.Motion carried 3 -0 -2.
D)Open Forum.
E)Work Session (continued):
1.Southfork Sanitary Sewer-Wayne Goedken,815 Southbranch Dr.,continued his PowerPoint
presentation on the Southfork sanitary sewer.
Mayor Peard arrived at 7:16 p.m.

The Southfork Sewer Club advocated a pressure system with grinder pumps as the best
solution to the sanitary sewer issue,instead of gravity sewer.The Club suggested that the
project be funded through the CWSRF loan program.Mr.Goedken expressed his optimism
that the majority of Southfork and Walnut Ridge homeowners would agree to the project.
Council Member Watts requested clarification on responsibility for the maintenance of the
grinder pumps and suggested that gravity sewer might be more economically feasible.
Director of Public Works Gibson explained that the maintenance issue had yet to be negotiated
between the City and the homeowners'association;the pressure system would be more cost-
effective than gravity sewer.Council Member Bailey requested a report on how the City of
Johnston addressed and financed a similar project in that community,
2.Tax Increment Financing District-Jon Burmeister ofPFM addressed the Council;also in
attendance was Jenny Hunt ofPFM.Mr.Burmeister presented an overview of the City'S
current and projected TIF capacity,including a scenario in which residential development was
included in the TIF district.Council Member Bailey explained that the City had historically
not included residential property in TIF districts.Council Member Watts expressed his desire
to include residential property in the TIF district so as to capture funds in order to improve city
roadways.Council Member Bailey requested an opinion letter from Dorsey &Whitney,the
city's bonding attorney,regarding the inclusion of multiple TIF districts within one,all-
inclusive district.Council Member Watts requested a report on TIF districts within other
neighboring communities.Director of Public Works Gibson stated that,through
recertification,properties could be removed from the TIF district at any time the Council felt it
necessary.
Council Member McGee arrived at 8:38 p.m.
There was much discussion regarding the timeframe and funds necessary to complete the
widening of the next section of University Ave.Council Member Bailey requested a list of
transportation projects that could be completed if residential properties were included in the
TIF district.
F)Comments.
Adjournment.Motion by Council Member McGee,seconded by Council Member Stanton,to adjourn.
Ayes:All.Nays:None.Motion carried 4 -O.
