SPECIAL MEETING
DECEMBER 11,2006 I
A)Call to Order -The special meeting of the Waukee City Council was called to order by Mayor Pro
Tem Stanton at 7:03 p.m.in the Council Chambers at City Hall.
B)Roll Call-The following members were present:Council Members Don L.Bailey,Jr.;JeffV.Mertz;
Darlene Stanton;Mike Watts.Absent:Mayor William F.Peard;C.Isaiah McGee.Council Member
McGee arrived at 7:04 p.m.
C)Agenda Approval-Motion by Council Member Mertz,seconded by Council Member Watts,to
approve the agenda.Roll call:Ayes:Mertz,Watts,Bailey,Stanton.Nays:None.Absent:McGee.
Motion carried 4 -0 -1.
D)Open Forum.
Council Member McGee arrived at 7:04 p.m.
E)Resolution:Consideration of approval of an easement for 14705 SE University Ave.-Motion by
Council Member Bailey,seconded by Council Member Mertz,to approve the resolution.Roll call:Ayes:
Bailey,Mertz,McGee,Stanton,Watts.Nays:None.Motion carried 5 -O.(Resolution #06-243)
F)Resolution:Consideration of approval of the proposal from Carlson,McClure &Associates,Inc.
for the South Area Trunk Sewer project -Motion by Council Member McGee,seconded by Council
Member Mertz,to approve the resolution.Roll call:Ayes:McGee,Mertz,Bailey,Stanton,Watts.Nays:
None.Motion carried 5 -O.(Resolution #06-244)
G)Resolution:Consideration of approval of the authorization of 'funds for the Ridge Pointe Park
Pavilion in an amount not to exceed $46,300 -Motion by Council Member Watts,seconded by Council
Member McGee,to approve the resolution.Council Member Mertz stated that the cost to build the
facility seemed high;Director of Public Works Gibson responded that the City would obtain a second
opinion on the costs.Roll call:Ayes:Watts,McGee,Bailey,Mertz,Stanton.Nays:None.Motion
carried 5 -O.(Resolution #06-245)
H)Resolution:Consideration of approval of a resolution in support of the Western Bypass into Dallas
County -Motion by Council Member Mertz,seconded by Council Member McGee,to approve the
resolution.City Administrator/Clerk Kooistra and Director of Community Development Gunderson
stated that the MFO subcommittee approved the addition of section Q to the proposed corridor plan,but
that no other corridors had been added.The proposed corridor plan will next go before the MFO policy
board on December 21 for a final vote.The Council expressed their frustration and disappointment with
the subcommittee recommendation,stating that the omission of the western bypass from the plan
contradicted the concept of regionalism and lacked vision.Council Member Bailey stated the need for
city and county leaders to preserve the western bypass corridor.Mr.Kooistra replied that CIRPTA would
be the next logical entity with which to work on the bypass;Mr.Gunderson explained that Dallas County
was addressing the bypass in full in their new comprehensive plan.Council Member Stanton suggested
discussing the bypass plan with other communities in the hope of their approval of similar resolutions of
support.Roll call:Ayes:Mertz,McGee,Bailey,Stanton,Watts.Nays:None.Motion carried 5 -O.
(Resolution #06-246)
I)Work Session:
1.Wastewater Reclamation Authority (WRA)agreement -Director of Public Works Gibson
gave a PowerPoint presentation to the Council on the terms of the proposed agreement and
alternate options for sewer.City Engineer Briedis and City Attorney Brick answered
questions of the Council.There was much discussion regarding the proposed annexation
moratorium agreement,with the Council directing City staff to approach West Des Moines
city staff and council members regarding possible revisions to the agreement.A brief
discussion took place regarding the 1-80 interchange agreement in connection with the
annexation moratorium.The Council then discussed certain specifics of the proposed WRA
agreement.
2.Team Building -The Council directed City staffto coordinate possible dates for a team
building session.
