HomeMy WebLinkAbout2007-04-02-Work Session MinutesWAUKEE CITY COUNCIL MINUTES WORK SESSION MEETING APRIL 2,2007 A)Call to Order -The work session meeting of the Waukee City Council was called to order by Mayor Peard at 7:45 p.m.in the Council Chambers at City Hall. B)Roll Call-The following members were present:Mayor William F.Peard;Council Members C. Isaiah McGee;JeffV.Mertz;Darlene Stanton;Mike Watts.Absent:Don L.Bailey,Jr. C)Agenda Approval Motion by Council Member Stanton,seconded by Council Member Mertz,to approve the agenda.Roll call:Ayes:Stanton,Mertz,McGee,Watts.Nays:None.Absent:Bailey. Motion carried 4 -0 -1. D)Open Forum E)Work Session:Possible LOSST proposals -Mayor Peard began by reviewing rules of procedure regarding the discussion.City Administrator/Clerk Kooistra gave a PowerPoint presentation outlining the Project Destiny and Dallas County proposals and how both could potentially impact Waukee.Mayor Peard opened the discussion for public comment.Jim Phillips,240 Bel Aire Dr.,expressed concern that the Project Destiny proposal would funnel the most money to the City of Des Moines.Jay Byers of the Greater Des Moines Partnership clarified statutory allocation and how votes would be counted.Michelle Durand-Adams,670 Southfork Dr.,spoke in favor of regionalism and asked for clarification on how Project Destiny would effect hotel/motel taxes,why the City was limited to only a "yes"or "no"ballot question,and the timeframe necessary if the Council saw fit to reallocate or repeal the tax.Nick Gruber, 80 Ashland Ct.,spoke in favor of regionalism and the Project Destiny proposal.Lisa Bean,29762 31 oth St.,spoke in favor of the Dallas County proposal.Mayor Peard closed the public comment session. Mayor Peard spoke in favor of either the Project Destiny or Dallas County plans,expressing-the opinion that Waukee's portion of proceeds should be applied to recreational facilities and programs;he then asked the Council for comments.Council Member McGee voiced his support for the Project Destiny plan and reviewed his concerns with other proposals.Council Member Watts stated that the people of Dallas County had petitioned to vote on the matter and he asked for input from citizens as to how to allocate Waukee's share.He went on to say that he favored the funds being put toward utilities,parks and recreation and infrastructure.Council Member Stanton reviewed concerns with the Project Destiny plan, specifically related to the possibility that Waukee was not guaranteed to receive funds as presented. Council Member Mertz stated that he did not advocate any particular plan,but agreed with Council Member Watts that any funds received by the city should be allocated toward parks and recreation and infrastructure,and expressed concern that the income scenarios presented in the plans did not account for an anticipated decrease in future property tax rates.Mayor Peard then gave each Council Member time for rebuttals and questions.City Attorney Brick clarified some language in the Project Destiny agreement.Mark Hanson,515 Northbranch Dr.and a member of the Dallas County Board of Supervisors,addressed the Council and stated that he would welcome the opportunity to speak more in- depth with the Council regarding the Dallas County plan. F)Motion:Directing City staff to draft a ballot question regarding a local option sales tax proposal- City Administrator/Clerk Kooistra and City Attorney Brick proposed some general ballot language for either of the proposed plans and suggested the ballot language include general categories for which Waukee's portion would be distributed.Council Member McGee stated that he wanted more feedback from the community before setting the ballot language;Council Member Stanton agreed.Mr.Kooistra suggested the matter be discussed at the next regular City Council meeting and stated that more specific potential ballot language would be provided by City stafffor Council's consideration. G)Comments Adjournment.Motion by Council Member McGee,seconded by Council Member Mertz,to adjourn. Ayes:All.Nays:None.Motion carried 4 -O.
