WORK SESSION MEETING
MAY 14,2007 ]
A)Call to Order -The work session meeting of the Waukee City Council was called to order by Mayor
Pro Tern Stanton at 7:01 p.m.in the Council Chambers at City Hall.
B)Roll Call-The following members were present:Council Members Don L.Bailey,JI.;C.Isaiah
McGee;JeffV.Mertz;Darlene Stanton;Mike Watts.Absent:Mayor William F.Peard.
C)Agenda Approval -Motion by Council Member McGee,seconded by Council Member Mertz,to
approve the agenda.After a brief discussion,Council Member McGee amended the motion to approve
the agenda with the removal of item #El;Council Member Mertz amended the second.Roll call:Ayes:
McGee,Meltz,Stanton,Watts,Bailey.Nays:None.Motion carried 5 -O.

E)Work Session:
1.REMOVED FROM AGENDA
2.City addressing -Director of Planning Deets gave a PowerPoint presentation on current issues
with the City quadrant system and street naming system and how they relate to public safety
concems.He specifically addressed quadrant names,county road names,and inconsistencies 1
with certain street names.City staff recommends the creation of a policy to address such
issues,with implementation for existing streets to take place over a period of time.There was
some discussion on specific recommendations and any public notification efforts.The Council
directed City staff to proceed with the policy as recommended.
3.Covenant enforcement ordinance -Council Member Stanton expressed concern that
restrictive covenants for subdivisions were not enforced by the City,but were left up to
affected property owners to enforce through homeowners associations and/or litigation.She
also expressed concern that covenants could be amended without any input from the Council.
City Attomey Brick addressed the matter,stating that he knew of no cities that enforced
restrictive covenants and that the City may not wish to enforce certain aspects of covenants,
such as house colors.He stated that a city-wide ordinance could be enacted to address certain
aesthetic concerns of the Council.City Administrator/Clerk Kooistra spoke against covenant
enforcement,explaining how it would be difficult to administer and enforce.City Attomey
Brick also stated that an ordinance could be enacted that would authorize the City to deny a
building permit for any structure that might violate restrictive covenants.The Council directed
City staff to research the matter further during the codification process.
4.Publication of minutes of citizen boards,committees and commissions -Council Member
Stanton requested that such minutes be posted on the City website in draft form,and then
again when the minutes were approved by the respective boards.After some discussion,the I
Council directed City staff to begin posting draft minutes online.
5.University Ave.pedestrian tunnel-Director of Public Works Gibson made the Council aware
of potential safety issues related to the proposed pedestrian tunnel and how such issues might
be addressed.
6.Washington,D.C.trip review -The Council discussed the promotional material prepared for
the trip and made suggestions for additions and revisions.
F)Comments -City Attomey Brick distributed several proposed resolutions for the Council's review
related to a commitment to the development of a sports complex.
Adjournment.Motion by Council Member McGee,seconded by Council Member Mertz,to adjoum.
