(A)Call to Order -The regular meeting of the Waukee City Council was called to order by
Mayor Peard at 7:01 p.m.in the Council Chambers at City Hall.
(B)Pledge of Allegiance
(C)Roll Call-The following members were present:Mayor William F.Peard;Council
Members Don L.Bailey,Jr.;JeffV.Mertz;Darlene Stanton.Absent:C.Isaiah McGee;
Mike Watts.Council Member McGee participated via telephone from 7:25 p.m.to 7:34
p.m.
(D)Open Forum
(E)Agenda Approval -Motion by Council Member Mertz,seconded by Council Member
Stanton,to approve the agenda,removing item J4 and moving consideration of item Jl3 to
follow item J9.Roll call:Ayes:Meltz,Stanton,Bailey.Nays:None.Absent:McGee,
Watts.Motion carried 3 -0 -2.
(F)Mayor's Report -Mayor Peard reported that he'd spoken at the Memorial Day services
on May 28 at the request of the VFW,and attended the reception for 2006 Citizen of the
Year Ron Olson on May 31.On June 6,Mayor Peard will travel to Washington,D.C.with
the Waukee delegation for the Greater Des Moines Partnership annual trip.Mayor Peard
thanked the Council and City staff for the well wishes on behalf of his wife after surgery.

1)Proclamation:Honoring Ron Olson as the 2006 Waukee Citizen of the Year -Mayor
Peard read the proclamation aloud.
(H)Public Hearings:
1)On a resolution taking additional action to enter into a Loan Agreement and setting
the date for the sale of $5,675,000 Natural Gas Utility System Revenue Bonds,Series
2007 -Mayor Peard opened the public hearing and asked if any written correspondence
had been received;Director of Public Works Gibson replied in the negative.Mayor
Peard asked if anyone present wished to address the Council on the issue;no one
present addressed the Council.Mayor Peard declared the public hearing closed.

ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa,by
rezoning and changing certain property therein from A-I lAgricultural District]to R-
2 [One and Two Family Residential District],and amend the Official Zoning Map to
show rezoning (a parcel to be known as Bluestem)
Q.Consideration of approval ofJuly 9,2007 as the date of public hearing on an
ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa,by
rezoning and changing certain property therein from A-I [Agricultural District]to R-
2 [One and Two Family Residential District],R-4 [Row Dwelling and Townhome
Dwelling District]and C-IA [Neighborhood Commercial District],and amend the
Official Zoning Map to show rezoning (a parcel to be known as Stone Prairie)
Motion by Council Member Stanton,seconded by Council Member Bailey,to approve
the consent agenda,with item Jl 0 amended so as to approve the Fireworks Display
Permit for the City of Waukee for Wednesday,July 4,2007 in Centennial Park
beginning at approximately 9:30 p.m.instead of at 9:00 p.m.,and ending approximately

at 10:30 p.m.instead of at 10:00 p.m."Roll call:Ayes:Stanton,Bailey,Mertz,Nays:

2)Resolution:Consideration of approval of the preliminary plat for Grant Park Plat 2-
Motion by Council Member Stanton,seconded by Council Member Mertz,to approve the
resolution.Council Member Stanton expressed concern that fencing in the subdivision
might impede storm water flowage;Director of Planning Deets explained that concrete
flumes were proposed in the flowage easements.Council Member Mertz asked for
clarification on parkland in the subdivision;Mr.Deets stated that a 1.5 acre neighborhood
park was planned for Grant Park Plat 2,with a larger community park expected in
another subdivision being developed to the south of Grant Park.Council Member Bailey
asked how issues with the Westown Pkwy.extension had been addressed;Mr.Deets
replied that since the development of Grant Park Plat 1,the developer of both Plats 1 and
2 had acquired the abutting property to the south,allowing for the Westown Pkwy.
extension to move forward.Council Member Bailey asked for clarification on the
location of the Alice's Rd.Corridor as shown on the proposed plat;Mr.Deets stated that
the proposed plat showed the right-of-way for Alice's Rd.,with the commercial parcel
proposed as an outlot.The outlot would be replatted at a later date prior to development.

Farmer's Market.Council Member Stanton questioned the dollar amount in the proposed
resolution;Director of Public Works Gibson explained that $750.00 was the amount

taxes levied on taxable property in the 2007 addition to the Waukee Urban Renewal
Area,pursuant to Section 403.19 of the Code of Iowa [second and third (final)
readings]-Council Member Bailey stated his preference not to waive the third reading
of the ordinance,as he had several questions regarding the reasoning behind the addition
ofthose specific properties in the proposed ordinance.Director of Pnblic Works Gibson
reviewed each property and the reasoning behind its inclusion in the proposed ordinance.
Motion by Council Member Mertz,seconded by Council Member Stanton,to approve the
second reading of the ordinance in title only,waive the third reading,and place the
ordinance on final passage.Roll call:Ayes:Mertz,Stanton,Bailey,McGee.Nays:

title only.Council Member Mertz stated that he was not in favor of approving the
ordinance prior to the vote on the local option sales tax,but that he would vote in favor of
