SPECIAL MEETING
June 11,2007
A)Call to Order -The special meeting of the Waukee City Council was called to order by Mayor Peard
at 7:01 p.m.in the Council Chambers at City Hall.
B)Roll Call-The following members were present:Mayor William F.Peard;Council Members Don L.
Bailey,Jr.;C.Isaiah McGee;Darlene Stanton;Mike Watts.Absent:Council Member JeffV.Mertz,
C)Agenda Approval-Motion by Council Member Stanton,seconded by Council Member Bailey,to
approve the agenda,moving consideration of work session item #Fl to follow item #F3.Roll call:Ayes:
Stanton,Bailey,Watts,McGee.Nays:None.Absent:Mertz.Motion carried 4 -0 -I.
D)Open Forum
E)Resolution:Consideration of approval of an Offer to Buy Real Estate and Acceptance (Non-
Residential)-Motion by Council Member Watts,seconded by Council Member Bailey,to approve the
resolution.Roll call:Ayes:Watts,Bailey,McGee,Stanton.Nays:None.Absent:Mertz.Motion carried
4-0-1.
F)Work Session:
1.MOVED TO FOLLOW AGENDA ITEM #F3
2.City Hall remodeling project -David Harrison of Design Alliance gave a PowerPoint
presentation on the project,including projected costs.City Administrator/Clerk Kooistra
stated that City staff had been approached by the Waukee Community School District about
any interest the City might have in purchasing the Waukee Elementary School building,
possibly for the relocation of City Hall.Design Alliance has submitted two proposals to the
City for inspection of the school facility:one an initial impression study,the other more in-
depth.Council Members McGee and Watts spoke in favor of the in-depth study.The Council
directed City staff to explore all possible options and to continue discussion with the school
district.
3.Public Works facility project -David Harrison of Design Alliance gave a PowerPoint
presentation on the project,including projected costs.Director of Public Works Gibson
reviewed the proposed site plan,including layout,exterior elevations and materials,and
berming.He also stated that the location of certain offices currently included in the plan could
vary,depending on the timeline for the City Hall remodeling project.There was a brief
discussion as to whether the Public Works facility and City Hall could be housed in the same
building.Council Member Stanton requested a map showing current and potential city facility
sites,and also suggested the City explore the possibility of "green"building practices and
energy efficiency.Council Member Bailey asked if the proposed timeline for construction was
realistic;Mr.Gibson replied in the affirmative.
4.Waukee Leadership Institute Economic Development Proposal-Larry Lyon,Frank Hoifeldt
and Dierck Oosten,all of the Waukee Leadership Institute,presented the economic
development proposal.Also in attendance was Bill Ng of the Waukee Leadership Institute.
There was some general discussion,including how the proposal might be helpful to the
Economic Development Task Force and the need for private sector participation in any
economic development plan.
