SPECIAL MEETING
JUNE 25,2007
A)Call to Order -The special meeting of the Waukee City Council was called to order by Mayor Pro
Tern Stanton at 7:00 p.m.in the Council Chambers at City Hall.
B)Roll Call -The following members were present:Council Members Don L.Bailey,Jr.;JeffV.Mertz;
Darlene Stanton;Mike Watts.Absent:Mayor William F.Peard;Council Member C.Isaiah McGee.
Council Member McGee arrived at 7:02 p.m.
C)Agenda Approval.Motion by Council Member Bailey,seconded by Council Member Mertz,to
approve the agenda removing consideration of item H and moving consideration of item G to follow item
J.Roll call:Ayes:Bailey,Mertz,Stanton,Watts.Nays:None.Absent:McGee.Motion carried 4 -0-

D)Open Forum
E)Mayor's Appointment and Resolution:Appointment and consideration of approval of appointment
or reappointment of the citizen members of the various boards where mid-term vacancies exist or terms
have expired -Mayor Pro Tern Stanton announced the mayor's reappointment of Travis Wuebker to the ]
Board of Appeals for a term of five years,and the appointments of Alice Cooper and Sharon Glenn to the
Library Board of Trustees for terms of three years.Motion by Council Member Mertz,seconded by
Council Member McGee,to approve the resolution.Roll call:Ayes:Mertz,McGee,Stanton,Watts,
Bailey.Nays:None.Motion carried 5 -O.(Resolution #07-121)
F)Motion:Consideration ofapproval of an Iowa Retail Cigarette/Tobacco Permit for fiscal year 2008
for Valley West Waukee Corp.d/b/a J.C.'s Corner Store -Motion by Council Member Bailey,seconded
by Council Member Mertz,to approve the permit.Roll call:Ayes:Bailey,Mertz,McGee,Stanton.
Nays:None.Abstentions:Watts.Motion carried 4 -0 -1.

H)REMOVED FROM AGENDA
I)CLOSED SESSION -Pursuant to Iowa Code §21.5(1)(c)to discuss strategy with Counsel in
matters where litigation is eminent where its disclosure would be likely to prejudice or disadvantage the
position of the governmental body in that litigation -Motion by Council Member Bailey,seconded by
Council Member Mertz,to close the regular session and enter closed session.Roll call:Ayes:Bailey,
Mertz,Watts,McGee,Stanton.Nays:None.Motion carried 5 -O.Council entered closed session at
7:04p.m.
CLOSED SESSION I
Motion by Council Member Watts,seconded by Council Member McGee,to end the closed session and
enter regular session.Roll call:Ayes:Watts,McGee,Mertz,Bailey,Stanton.Nays:None.Motion
carried 5 -O.Council entered regular session at 8:16 p.m.
J(A)Resolution:Consideration of approval of fixing a date of meeting at which it is proposed to
approve a Development Agreement with Alice's,L.c.,formerly KC Real Estate,L.C;including annual
appropriation tax increment payments -Motion by Council Member Mertz,seconded by Council
Member Watts,to table consideration ofthe resolution.Roll call:Ayes:Mertz,Watts,Stanton,Bailey,
McGee.Nays:None.Motion carried 5 -O.
J(B)Resolution:Consideration of approval of FY08 non-represented employee wages and wage matrix
adjustment-Motion by Council Member Watts,seconded by Council Member McGee,to approve the
resolution.Roll call:Ayes:Watts,McGee,Bailey,Stanton,Mertz.Nays:None.Motion carried 5 -O.
