HomeMy WebLinkAbout2007-09-10-Regular MinutesWAUKEE CITY COUNCIL MINUTES September 10,2007 (A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor Peard at 7:00 p.m.in the Council Chambers at City Hall. (B)Pledge of Allegiance (C)Roll Call-The following members were present:Mayor William F.Peard;Council Members Don L.Bailey,Jr.;C.Isaiah McGee;JeffY.Mertz;Darlene Stanton;Mike Watts. (Director of Public Works Gibson participated in the meeting via telephone.) (D)Open Forum (E)Agenda Approval-Motion by Council Member Mertz,seconded by Council Member Stanton,to approve the agenda,tabling consideration of Consent Agenda items #11J and 11K.Roll call:Ayes:Mertz,Stanton,Watts,McGee,Bailey.Nays:None.Motion carried 5-0. (F)Mayor's Report -Mayor Peard reported that he had attended a meeting with representatives for the City of Clive,along with City Administrator/Clerk Kooistra and Director of Planning Deets,to discuss common border issues and that a proposed 28E agreement with Clive would be presented to the Council at a later date.He had attended the Farmer's Market on September 5 and the first session of this ycars Waukee Leadership Institute.On September 12,he will attend the MIALG meeting in Johnston,along with Chief of Police Phillips.Mayor Peard encouraged all to attend the Fall Festival on September 14-16.He then expressed his humility at being chosen as the grand marshal for the Waukee High School homecoming parade on September 20.Council Member Bailey asked for more information related to the proposed 28E agreement with the City of Clive; City Administrator/Clerk Kooistra explained that a draft would first be presented to the Council for review and input,and that affected property owners would need to consent to the agreement,as well,before it could be considered for approval by the Council. (G)Presentation and Discussion: 1)Kari Swenson witlt tlte American Lung Association 011 local control resolutions - Kari Swenson with the American Lung Association and the Central Iowa Tobacco-Free Partnership Coalitio,presented information related to the effects of second-hand smoke on the public health and asked for support of a resolution requesting legislation be passed at the state level so that local governments would have more control over smoking in public places.Randy Yontz,a citizen of Waukee and a public advocacy director for the American Heart Association,next presented information related to the role played by second-hand smoke in heart disease,expressing his support for the proposed resolution.Kathy Kunith,a cardiac nurse and a volunteer with the American Heart Association,addressed the Council,stating that she would soon be a Waukee resident and speaking in favor of the proposed resolution.Ellen Piper and son Calvin, residents of Waukee,next addressed the Council to speak in favor of the proposed resolution.Council Members Mertz,McGee,and Stanton voiced their support for the proposed resolution. 2)Resolution:Consideration of approval of a resolution requesting the Iowa General Assembly and the Governor of the State of Iowa pass legislation allowing for local control of smoking in public places -Motion by Council Member Bailey,seconded by Council
