Deputy City Clerk Schuett read the'ordinance in title only. 16)Resolution:Consideration of approval of the sidewalk installation,repair and maintenance program -Motion by Council Member Watts,seconded by Council Member Bailey,to table consideration of the resolution but to discuss the matter.Nick Gruber,80 Ashland Ct.,addressed the Council to state that property owners who had been assessed during the 2004 and 2005 program were not happy with the proposed policy changes.He then expressed the opinion that homeowners are responsible for maintaining the sidewalks that abnt their property and that he did not think the City should snbsidize such maintenance.Council Member Bailey thanked Mr.Gruber for his comments and replied that the proposed policy changes would reduce,not eliminate,the cost to property owners for repair and replacement.Mr.Gruber then stated that property owners in the 2004 and 2005 program areas might ask for refunds.Council Member Stanton asked City staff to research the possibility of refund to those property owners in the 2004 and 2005 program areas;Council Member McGee concurred,Jim Phillips,240 Bel Aire Dr.,addressed the Council to ask how the proposed policy changes would affect those property owners in the 2004 and 2005 program areas that had yet to complete their sidewalks.Director of Public Works Gibson replied that all properties within those areas had completed the program.Council Member Bailey asked the City Attorney to research the possibility of refunds.Council Member Stanton asked for a report on the possible cost to the City to implement refunds.Council Member Mertz stated that he did not support the idea of refunds as it set a bad precedent.Mayor Peard explained that the previous policy had been approved by the Council a public safety matter and that it was the best policy at the time.Roll call:Ayes:Watts,Bailey,Mertz,McGee,Stanton.Nays: None.Motion carried 5 -O.I 10 (K)Reports -Reports were given by City Administrator/Clerk Kooistra;Deputy City Clerk Schuett;Director of Community Development Gunderson;Director of Finance Burkhart; Director of Public Works Gibson;Director of Planning Deets;Assistant Director of Public Works Royer;City Engineer Aldrich;Council Members Mertz,Stanton,Bailey,Watts, McGee.
