HomeMy WebLinkAbout2008-02-04-Work Session MinutesWAUKEE CITY COUNCIL MINUTES WORK SESSION MEETING FEBRUARY 4,2008 A)Call to Order -The work session meeting ofthe Waukee City Council was called to order by Mayor Peard at 8:52 p.m. B)Roll Call-The following City Council members were present:Mayor William F.Peard;Council Members Don L.Bailey,Jr.;Casey L.Harvey;C.Isaiah McGee;Darlene Stanton;Mike Watts.Absent: None. Also present:City Administrator/Clerk Jeff Kooistra,Director of Community Development Jody T. Gunderson,Director of Finance Linda Burkhart,Director of Public Works John Gibson,Assistant Director of Public Works Tim Royer,Director of Planning Brad Deets,Director of Parks and Recreation Matt Jermier,Deputy City Clerk Rebecca D.Schuett,City Engineer Mikelis Briedis. C)Agenda Approval-Council Member McGee moved to approve the agenda;seconded by Council Member Harvey.Roll call:Ayes:McGee,Harvey,Bailey,Stanton,Watts.Nays:None.Motion carried 5 -0. D)Work Session: 1)Annexation area -Council Member Stanton asked if the City should consider annexation efforts south of the proposed area,down to Interstate 80.City Administrator/Clerk Kooistra explained that the southem area contained many smaller properties,that it primarily drained east to the Raccoon River,and that there did not appear to be much interest by other communities to annex the area at this time.Director of Planning Deets added that the southern area was included as an annexation area in the Comprehensive Plan,as well.After some discussion,the Council agreed not to seek annexation of the southem area at this time. 2)St.Boniface Church property sale -Council Member Watts suggested the City consider purchasing the property,citing the potential use of the church hall as a community center and an increase in taxable valuation for the City.Council Member McGee expressed some reservations in purchasing the property,stating that he did not see the long-term need for the church hall if the City should move forward with the purchase ofthe elementary school property.Council Member Bailey stated that he did not wish to have the City compete with the private sector on the purchase of the property,but that he supported tax incentives for the eventual developer of the property.He also thought that the City could approach the buyer about a short-term agreement for the City's use of the church hall;Mayor Peard agreed.Council Member Stanton questioned whether the City could afford to purchase the property.Council Member Bailey suggested City staff inspect the property and buildings and make a recommendation on its viability;City staff will pursue the matter. E)Comments -Mayor Peard reminded the Council to complete their performance evaluations of City Administrator/Clerk Kooistra.Council Member Stanton asked that a discussion of the hotel/motel tax be included on a future work session agenda.
