(A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 7:07 p.m.in the Council Chambers at City Hall.
(B)Pledge of Allegiance
(C)Roll Call-The following members were present:Mayor William F.Peard;Council Members
Don L.Bailey,JI.;Casey L.Harvey;C.Isaiah McGee;Darlene Stanton;Mike Watts.Absent:
None.
Also present:City Administrator/Clerk J effKooistra,Director of Community Development J ody
T.Gunderson,Director of Finance Linda Burkhart,Director of Public Works John Gibson,
Assistant Director of Public Works Tim Royer,Director of Planning Brad Deets,City Planner
Ben Landhauser,Deputy City Clerk Rebecca D.Schuett,City Engineer Mikelis Briedis,City
Attorney Steve Brick.

(E)Agenda Approval-Council Member Watts moved to approve the agenda;seconded by Council
Member McGee.Roll call:Ayes:Watts,McGee,Stanton,Bailey,Harvey,Nays:None.Motion
carried 5 -O.
(F)Mayor's Report -Mayor Peard attended the DART Board of Commissioners meeting on
03/05/08,along with City Administrator/Clerk Kooistra,On 03111/08,Mayor Peard will attend a
dinner honoring Council Member McGee and others selected as the Des Moines Business
Record's "FOIty Under 40,"and a MIALG meeting on 03112/08.
(G)Presentations:
1)Waukee Area Leadership Institute on community grant writing program -Matt Tate,
Corbin Winter and Robyn Stottlemyer of tile Waukee Area Leadership Institute presented on
a project to establish a grant writing program for the conununity and asked the Council for
formal support of the program.
2)Resolution:Consideration of approval of a resolution of support for the Waukee Area
Leadership Institute's community grant writing program-Council Member Bailey moved
to approve tile resolution;seconded by Council Member McGee.Roll call:Ayes:Bailey,
McGee,Stanton,Harvey,Watts.Nays:None.Motion carried 5 -O.(Resolution #08-48)
(ll)Public Hearings:
1)On the City of Waukee Comprehensive Plan -Mayor Peard opened the public hearing and
asked if any written correspondence had been received.City Administrator/Clerk Kooistra
replied that a letter dated 03/06/08 had been received from Joe Copeland,34154 Ute Ave.
Mayor Peard asked if anyone present wished to address the Council on the issue.Dave
Knopich of Gould Evans gave a brief overview of the plan and the history of its development.
Also in attendance was Vanessa Spartan of Gould Evans.Mayor Peard declared the public
hearing closed.
2)On City of Waukee Fiscal Year 2009 Budget -Mayor Peard opened the public hearing and
asked if any written correspondence had been received.City Administrator/Clerk Kooistra
replied in the negative.Mayor Peard asked if anyone present wished to address the Council
on the issue.Director of Finance Burkhart gave a brief overview of the budget,including
certain changes made as requested by Council during the budget work session of 02111/08.
Mayor Peard declared the public hearing closed.

2)Mayor's Appointment and Resolution:Consideration of approval of mayor's appointment
of a citizen member to the Planning &Zoning Commission for a term to end 12/31/10-
Mayor Peard appointed Heather Engesser to fill the unexpired term of Chris Wilson.Council
Member Stanton moved to approve the resolution;seconded by Council Member McGee.Roll
call:Ayes:Stanton,McGee,Watts,Bailey,Harvey.Nays:None.Motion carried 5 -O.)

3)Resolution:Consideration of approval of a resolution directing sale of $1,275,000 General
Obligation Bonds,Series 2008B -Council Member Stanton moved to approve the resolution;

seconded by Council Member Harvey.Jon Burmeister of Public Financial Management (PFM)
presented the Tabulation of Bids and recommended sale ofthe bond be awarded to Bernardi
Securities,Inc.,of Chicago,IL.Council Member Stanton amended the motion to approve the
resolution,awarding the bond sale to Bernardi Securities,Inc.;Council Member Harvey
amended the second.Roll call:Ayes:Stanton,Harvey,Watts,Bailey,McGee.Nays:None.

4)Motion:Consideration of approval of action related to the issuance of not to exceed
$2,600,000 General Obligation Bonds,Series 2008C -Council Member Stanton moved that
the proposal to issue the General Obligation Bonds,Series 2008C,be abandoned;seconded by
Council Member Bailey.City Administrator/Clerk Kooistra stated that City staff and bonding
counsel recommended the matter be abandoned at this time,with City staff to inform the public
on the issue prior to reintroducing the matter.Council Member McGee asked how much time
was required before the matter could be reintroduced;Mr.Kooistra replied that there was no
required waiting period.In response to a procedural question,Jon Burmeister of Public
Financial Management (PFM)stated that the bidding process would need to start from the
beginning again if the matter were reintroduced.Council Member McGee asked when the
matter could be expected to be revisited;Mr.Kooistra answered that it could perhaps be
considered by the Council again in 30-60 days.Council Member Harvey asked about the costs
associated with a special election;Mr.Kooistra responded that such an election would cost
approximately $9,000.Roll call:Ayes:Stanton,Bailey,Harvey,McGee,Watts.Nays:None.

5)Resolution:Consideration of approval of a salary adjustment for City Administrator/Clerk-
Mayor Peard reviewed the performance appraisal process for City Administrator/Clerk
Kooistra and recommended a 4%salary increase equating to a $115,336 annual salary to be

6)Ordinance:Consideration of approval of an ordinance to amend Chapter 501,Waukee
Municipal Code,regarding speed limits on some streets within the city limits of the City of
Waukee,Iowa [third (final)reading]-Council Member Bailey moved to approve the third
reading of the ordinance in title only and place the ordinance on final passage;seconded by
Council Member Watts.City Administrator/Clerk Kooistra reviewed certain changes made to
the ordinance since approval ofthe second reading,specifically related to 6th St.Scott Gratias,
460 Waukee Ave.,spoke in favor of a graduated speed decrease,but expressed concern for the
safety of children living along 6th St.and asked that the speed limit be kept at 25 mph.Council
Member Stanton suggested moving the beginning point for the 25 mph zone.Council Member
Watts stated that the City had hired a traffic engineer and should rely on their
recommendations,voicing his support for the speed limit increase and citing the need to move
traffic at a reasonable rate as the City grows.Mike Gonzalez,645 6th St.,expressed concerns
with safety if the speed limit were increased,noting numerous speeding tickets issued in the
area.In response to Council Member Watts'comments,Council Member Harvey stated that
traffic engineers were hired to make recommendations,but that the Council was responsible to
implement such recommendations as it saw best.Kathleen Cady,640 6th St.,said that the
Council should consider the opinion of local law enforcement and residents before changing
the speed limit,but voiced support for a graduated speed zone as a step in the right direction.
Council Member McGee echoed Council Member Harvey's sentiments,adding that he did not
see the benefit to graduated speed zones.Council Member Bailey amended the motion to
approve the third reading of the ordinance in title only,with a 25 mph speed zone on 6th St.

beginning at the south line of Waukee Ave.Council Members Stanton and Bailey asked about
specific visual flags that might be installed in the area to alert drivers of the posted speed limit;
Director of Public Works Gibson reviewed some options,including flashing lights and larger
speed limit signage.Council Member Watts amended the second.Council Member Stanton
suggested leaving the 25 mph speed zone as currently posted,with a graduated speed zone
toward the Public Works facility.Mayor Peard stated that speed limits need to be adjusted as
the community grows,but that residents must still be protected.Council Members Harvey and
Watts called the question.In response to a procedural question,City Attorney Brick
recommended that Section 2 regarding 6th St.be removed from the ordinance for further study.
Council Member Bailey asked about the cost of purchasing a digital speed limit display to alert
drivers of their speed;Mr.Gibson responded it could cost $7,500-10,000.Council Member
Bailey spoke in favor of pur chasing and installing such a display.After some additional
discussion,Council Member Bailey again amended the motion to approve the third reading of
the ordinance in title only,with Section 2 amended with a 25 mph speed limit beginning at the
south line of the northern property line of the cemetery and ending at the north line of
University Ave.;Council Member Watts amended the second.Council Member Harvey asked
if a traffic study was legally required to both increase and decrease speed limits;Mr.Brick
answered in the affirmative.Council Member Harvey then asked how the scope of the traffic
study had been defined and whether the study had focused on this particular area;Mr.Kooistra
responded that the study looked at the community as a whole.Roll call:Ayes:Bailey,Stanton,
McGee,Harvey.Nays:Watts.Motion carried 4 -1.Deputy City Clerk Schuett read the
