HomeMy WebLinkAbout2008-04-21-Work Session MinutesWAUKEE CITY COUNCIL MINUTES WORK SESSION MEETING APRIL 21,2008 A)Call to Order -The work session meeting of the Waukee City Council was called to order by Mayor Pro Tem McGee at 8:25 p.m. B)Roll Call-The following members were present:Council Members Donald L.Bailey,Jr.;Casey L. Harvey;C.Isaiah McGee;Darlene Stanton;Mike Watts.Absent:Mayor William F.Peard. Also present:City Administrator/Clerk Jeff Kooistra,Director of Community Development Jody T. Gunderson,Director of Finance Linda Burkhart,Director of Public Works Jolm Gibson,Director of Planning Brad Deets,Deputy City Clerk Rebecca D.Schuett. C)Agenda Approval -Council Member Stanton moved to approve the agenda;seconded by Council Member McGee.Roll call:Ayes:Stanton,McGee,Watts,Harvey,Bailey.Nays:None.Motion carried 5 -0. D)Work Session: l)Sidewalk installation and curbing -Director of Public Works Gibson requested guidance from the Council on three suggested policies related to sidewalk installation and curbing:l)due to discrepancies in grade,sidewalk installation in areas with no existing curbing and guttering would be deferred until street improvements are planned for such areas;2)the requirement of truncated domes at street crossings with handicapped approaches,with the City supplying the domes for new construction and paying to install the domes in existing approaches;and 3) existing sidewalks in disrepair along uncurbed streets would be required to be repaired according to City code.Council Member Bailey asked if property owners would be required to install sidewalk across gravel driveways when sidewalk is in place on either side of the driveway;Mr. Gibson replied that such property owners would be required to repair the existing sidewalk,but would not be required to install new sidewalk across the driveway.The Council concurred with the policies presented. 2)St.Boniface Hall-City Administrator/Clerk Kooistra stated that City staff had inspected St. Boniface Hall and reviewed rental fees for other city-owned facilities in the metro m-ea,current Community Center rental income for Waukee,and projected costs for the City to rent St. Boniface Hall for use as a community center,including utilities and taxes.Council Member Watts stated that Waukee's rental fees should be increased and asked all to consider the possible short-and long-term uses for St.Boniface Hall.He also wondered for how much money the City could sell the Community Center,and suggested City staff continue discussions with the St. Boniface Hall owners regarding its use by the City.Council Member McGee asked about the frequency of rentals of the Comnnmity Center;Mr.Kooistra will research the matter.Council Member McGee then asked for an update on negotiations with the Waukee Community School District related to the elementary school;Mr.Kooistra replied that discussions continued to move forward and that certain legal matters were in the process of being addressed.Council Member Stanton expressed interest in continuing discussions with the St.Boniface Hall property owners about the City's use of the facility,and also advocated reviewing current rental fees charged by the City.Council Member Bailey suggested City staff try to negotiate a lower rental fee from the St.Boniface Hall property owners. E)Comments Adjournment -Council Member McGee moved to adjourn;seconded by Council Member Harvey. Ayes:All.Nays:None.Motion carried 5 -O.
