(B)Pledge of Allegiance (C)Roll Call-The following members were present:Council Members Donald L.Bailey,Jr.;C. Isaiah McGee;Mike Watts.Absent:Mayor William F.Peard;Council Members Casey L. Harvey,Darlene Stanton. Also present:City Administrator/Clerk Jeff Kooistra,Director of Finance Linda Burkhart, Director of Public Works John Gibson,Director of Planning Brad Deets,Deputy City Clerk Rebecca D.Schuett,City Engineer Mikelis Briedis,City Attorney Steve Brick. (D)Open Forum -Council Member Bailey addressed concerns he had with recent newspaper coverage of Council actions.He referenced errors in a Waukee Today article on the proposed Public Works facility,clarifying that the Council had not yet taken action to approve aN ovember election on the matter;and an article in the Des Moines Register that mislead readers about the priority status ofthe Alice's Road Corridor project.Council Member Bailey stated that the project remained a top priority for the Council,adding that such misinformation in the press made it difficult for the Council and City staff to accomplish their work.Council Member McGee reiterated the high priority of the Alice's Road Corridor project for the City.Council Member Bailey concluded that the project continued to be supported at the federal level and expressed his hope that the private sector would become more involved in the financing of the project. (E)Agenda Approval-Council Member Bailey moved to approve the agenda,removing discussion items J9,Jll and Jl2;seconded by Council Member Watts.Roll call:Ayes:Bailey,Watts, McGee.Nays:None.Absent:Harvey,Stanton.Motion carried 3 -0 -2. (F)Mayor's Report (G)Presentations: 1)Resolution:Consideration of approval of certificates of appreciation for years of service for employees who have worked a certain number of years for the City of Waukee -Mayor Pro Tern McGee read the names and years of service for those employees receiving Certificates of Appreciation,then acknowledged three such employees in attendance:Library Director Linda Mack,Director of Public Works John Gibson,and Police Officer Scott Cmmingham.Council Member Bailey moved to approve the resolution;seconded by Council Member Watts.Roll call:Ayes:Bailey,Watts,McGee.Nays:None.Absent: Harvey,Stanton.Motion carried 3 -0 -2.(Resolution #08-149) (H)Public Hearings: 1)011the disposal of easement interests for real estate owned by the City of Waukee,Iowa (District Regulator Station)-Mayor Pro Tern McGee opened the public hearing and asked if any written correspondence had been received;City Administrator/Clerk Kooistra replied in the negative.Mayor Pro Tern McGee asked if anyone present wished to address the Council on the issue;no one in attendance addressed the Council.Mayor Pro Tern McGee declared the public hearing closed. Roll call:Ayes:Watts,Bailey,McGee.Nays:None.Absent:Harvey,Stanton.Motion carried 3 -0-2.(Resolution #08-162) 8)Resolution:Consideration of approval of tite job description for tlte position of Assistant to tlte City Administrator,approving tlte salary for said position,and directing City staff to begin tlte process of filling said position-Council Member Bailey moved to approve the resolution;seconded by Council Member Watts.City Administrator/Clerk Kooistra briefly reviewed the matter.Roll call:Ayes:Bailey,Watts,McGee.Nays:None.Absent:Harvey, Stanton.Motion carried 3 -°-2.(Resolution #08-163) 9)REMOVED FROM AGENDA 10)Discussion:Community Development Committee -City Administrator/Clerk Kooistra referenced a Council work session discussion from 01/21/08 about the possibility of eliminating the Community Development Committee,which would need to be accomplished through an ordinance repealing the chapter establishing the Committee.Council Member Bailey asked if the Economic Development Corporation kept minutes of their meetings;Mr. Kooistra responded in the affirmative,adding that the minutes could be provided.Council Member McGee stated that the Corporation would present to the Council at a future date,but that the group was still in an organizational phase.Council Member Bailey asked if private sector money was being sought by the Corporation and if the group had requested $20,000 from the City.Council Member McGee responded in the affirmative on both points,adding that MidAmerican Energy is the first private sector investor in the Corporation and that the group was creating a contact list of other potential investors.Council Member Bailey expressed concern over the "pay to play"natrue of the Corporation,stating that many people in Waukee had contributed to economic growth in the city but did not seem to be included in the group,and that the group did not appear to be communicating with the Council.Council Member McGee acknowledged Council Member Bailey's concerns,replying that the Corporation was moving forward in a similar manner as some other metro area economic development groups.He added that,while he was concerned with the relatively slow progress being made by the Corporation,he's rather they proceeded cautiously in order to avoid error.Council Member Bailey asked about the intent ofthe Corporation;Council Member McGee answered that the group would try to bring new business to the city and help grow existing ones.Council Member Watts suggested that the Council wait for more private investors to join the Corporation before committing any funding to the group.Council Member Bailey reiterated his concern that the Corporation be more open about their meetings and operations,adding that the group was independent from the City.Council Member McGee clarified that representatives of the City were involved in the Corporation.Council Member Bailey asked City Attorney Brick ifhe had received any documentation from the Corporation for review;Mr.Brick replied in the negative.Council Member Watts requested a regular update from the Corporation in the future.Council Members Bailey,Watts and McGee directed the City Attorney to move forward with an ordinance to repeal the existence of the Community Development Committee.Council Member McGee expressed concern 11 that the City would lose the involvement of the Committee members,adding that he would speak with Mayor Peard about his concerns. 11)REMOVED FROM AGENDA 12)REMOVED FROM AGENDA (K)Reports -Reports made by City Administrator/Clerk Kooistra;Deputy City Clerk Schuett; Director of Finance Burkhart;Director of Public Works Gibson;Director of Planning Deets;City Engineer Briedis;City Attorney Brick;Council Members Bailey,Watts.
