(A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 7:02 p.m.in the Council Chambers at City Hall.
(B)Pledge of Allegiance
(C)Roll Call -The following members were present:Mayor William F.Peard;Council Members
Donald L.Bailey,Jr.;Casey L.Harvey;Darlene Stanton;Mike Watts.Absent:Council Member
C.Isaiah McGee.
Also present:City Administrator/Clerk Jeff Kooistra,Director of Finance Linda Burkhart,
Assistant Director of Public Works Tim Royer,Director of Planning Brad Deets,Deputy City
Clerk Rebecca D.Schuett,City Engineer Mikelis Briedis,City Attorney Steve Brick.

(E)Agenda Approval-Council Member Stanton moved to approve the agenda,removing
consideration of items J3 and Jl3;seconded by Council Member Watts.Roll call:Ayes:Stanton,
Watts,Bailey,Harvey.Nays:None.Absent:McGee.Motion carried 4 -0 -1.
(F)Mayor's Report -On 08/05,Mayor Peard took part in National Night Out activities.On 08/01,
he and City Administrator/Clerk Kooistra attended a meeting with certain other metro city
representatives to discuss requesting DART to reevaluate their funding formula.Mayor Peard
and Mr.Kooistra also attended a DART meeting where the funding formula was discussed;it
appears that DART will not reevaluate the formula.On 08/13,Mayor Peard attended a MlALG
meeting with guest Heather Hassebroek,P&Z Commissioner.He then welcomed the board
members of the Waukee Area Economic Development Corporation,reminded all that the Fall
Festival takes place this weekend,and reported his nomination to and acceptance by the Iowa
Leadership class.
(G)Presentations:
1)Updatefrom Waukee Area Economic Development Corporation -Brian Mook of the
Waukee Area Economic Development Corporation (W AEDC)presented the update.Other
board members in attendance included Erna Morain,Kelly Paschke,Paul Hassebroek and
Deb Calvert,Mr.Mook reviewed the history of the Corporation and its four core priorities.
Council Member Bailey asked how the Waukee Area Chamber of Commerce was involved,
noting that Mr.Hassebroek is also president-elect of the Chamber.Mr.Mook replied that
Mr.Hassebroek was involved as a volunteer Corporation director,not in any capacity as a
Chamber member.Council Member Bailey expressed concem that Corporation board
members may have an unfair advantage over existing and potential businesses that are not
members.He also noted that the City is accountable to taxpayers if it were to become a
paying W AEDC board member.Mr.Mook answered that an executive committee would be
created to address the concems mentioned by Council Member Bailey.Council Member
Watts asked how many people would be on the executive committee and how they would be
selected;Mr.Mook replied that the committee would likely consist of 6-8 people and the
members would be chosen during a strategic planning session.Council Member Harvey and
Stanton and Mayor Peard all expressed confidence in the direction in which the Corporation
was progressmg.

of the City of Waukee Community Centerts)-Council Member Watts moved to approve the
resolution;seconded by Council Member Stanton.Council Member Harvey asked that the
resolution be amended to limit the number of uses per month for non-profit groups.City
Administrator/Clerk Kooistra responded that he would be meeting this week with
representatives of certain non-profit groups to discuss the possibility of dedicated rooms
within the new community center for those groups.With dedicated rooms,scheduling
conflicts between non-profit groups and other renters is not anticipated.Council Member
Bailey voiced his support for resolution language as suggested by Council Member Harvey,
suggesting it be considered after Mr.Kooistra meets with the non-profit group
representatives.Council Member Watts added that most renters would be interested in the
common area,not the side rooms.Council Member Harvey suggested that the number of
uses per month be applied to the 501(c)(3)groups only.Roll call:Ayes:Watts,Stanton,

Patrick Kueter of Foth Infrastructure replied that the cost of the project would need to be
determined prior to approaching the property owners.Council Member Harvey asked if bids
from other engineering firms had been solicited;City Administrator/Clerk Kooistra replied in
the affirmative.Council Member Stanton requested a visual timeline for construction of the
