WAUKEE CITY COUNCIL MINUTES
September 8,2008
(A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 7:02 p.m.in the Council Chambers at City Hall.
(B)Pledge of Allegiance
(C)Roll Call-The following members were present:Mayor William F.Peard;Council Members
Donald L.Bailey,Jr.;Casey L.Harvey;C.Isaiah McGee;Darlene Stanton;Mike Watts.Absent:
None.
Also present:Director of Public Works John Gibson,Director of Finance Linda Burkhart,
Director of Planning Brad Deets,Assistant Director of Public Works Tim Royer,Deputy City
Clerk Rebecca D.Schuett,City Engineer Mikelis Briedis,City Attorney Steve Brick.
(D)Open Forum -Dierck Oosten,1795 SE Hawthorne Ridge Dr.and a member of the Waukee
Area Leadership Institute,thanked the Council and City staff for their past support and
involvement with the Institute and gave a brief update on the activities ofthe grant writers group.
(E)Agenda Approval -Council Member Stanton moved to approve the agenda;seconded by
Council Member Bailey.Roll call:Ayes:Stanton,Bailey,Harvey,Watts,McGee.Nays:None.
Motion carried 5 -O.
(F)Mayor's Report -Mayor Peard congratulated the Waukee Community School District on the
recent improvements to the high school football field,then praised an article in a recent issue of
the Des Moines Business Record on the Alice's Road Corridor Project.On 08/21,he attended an
MPO policy committee meeting.Mayor Peard then spoke of the success of the recent Fall
Festival.He will attend the monthly MIALG meeting on 09/09 and added that the Iowa League
of Cities would host their annual conference later this week in Council Bluffs.
(G)Presentations:
1)Proclamation:Recognizing September 20,2008 as Kids Day America -Mayor Peard read
aloud the proclamation and presented it to Dr.Wes Nyberg of Waukee Wellness &
Chiropractic.
2)Recognition of former members of the Community Development Committee -Mayor Peard
read aloud the certificates of appreciation and presented them to Nick Gruber and Andrea
Hoffman.Also receiving certificates but not in attendance was John Aunan,Michelle
Durand-Adams and Tricia Thinnes.Mayor Peard thanked the committee members for their
service to the city as the precursor to the Waukee Area Economic Development Corporation.
(H)Public Hearings:
1)On plans and specifications,proposed form of contract and estimate of cost for Centennial
Park Concession Stand Improvements for the City of Waukee,Iowa -Mayor Peard opened
the public hearing and asked if any written correspondence had been received;Director of
Public Works Gibson replied in the negative.No comments were made by the public present.
Mayor Peard declared the public hearing closed.
(I)Public Hearing Action Items:
1)Resolution:Consideration of approval of the adoption of plans and specifications,
proposed form of contract and estimate of cost for Centennial Park Concession Stand
Improvements -Council Member Watts moved to approve the resolution;seconded by
Council Member Stanton.Director of Public Works Gibson briefly reviewed the project.
Council Member Watts suggested that the project include wiring for possible future exterior
security cameras.Roll call:Ayes:Watts,Stanton,McGee,Bailey,Harvey.Nays:None.
Motion carried 5 -O.(Resolution #08-202)
2)Resolution:Consideration of approval of awarding contract for Centennial Park
Concession Stand Improvements -Council Member Watts moved to approve the resolution;
seconded by Council Member Stanton.Roll call:Ayes:Watts,Stanton,Bailey,Harvey,
McGee.Nays:None.Motion carried 5 -O.Contract awarded to Wick Buildings of
Mazomanie,WI.(Resolution #08-203)

Council Member Harvey moved to approve Consent Agenda item 11K,a resolution amending
established fees and charges for the use ofthe City of Waukee community center(s),with the
additional language,"routine is defmed as those users scheduling their routine usage for two
consecutive months and providing a deposit equal to the rental for those months;"seconded by
Council Member Watts.Council Member Stanton stated that routine monthly users should be
defined with a rental commitment of at least six months.Council Member Bailey spoke against a
higher deposit fee for routine users,stating that the cost to the renter could be significant.After
some discussion regarding the deposit rate,Council Member Casey amended the motion to

approve the resolution with additional language in the defmition of routine user that states "at a
maximum of eight rentals;"Council Member Watts amended the second.Council Member
Stanton questioned the proposed routine weekly rate;Director of Finance Burkhart explained that
the weekly rate would be for evenings only.Council Member Stanton suggested language be
added to clarify the weekly rate.After some discussion,Council Member Harvey amended the
motion and moved to table consideration of the matter;Council Member Watts amended the
second.City Attorney Brick reminded the Council that a routine user would be renting the
facility prior to the next regular council meeting and suggested that the resolution be approved,
with certain defmitions added at a later date.Council Member Harvey amended the motion to
approve the resolution pending defmitions of "routine user"and "routine weekly use";Council
Member Watts amended the second.There was some additional discussion regarding defmitions
