(B)Pledge of Allegiance (C)Roll Call-The following members were present:Mayor William F.Peard;Council Members Donald L.Bailey,Jr.;Casey L.Harvey;C.Isaiah McGee;Darlene Stanton;Mike Watts.Absent: None. Also present:City Administrator/Clerk Jeff Kooistra,Director of Finance Linda Burkhart, Assistant to the City Administrator McKinlee Gibson,Director of Public Works John Gibson, Director of Development Services Brad Deets,City Planner Ben Landhauser,Deputy City Clerk Rebecca D.Schuett,City Engineer Forrest Aldrich,City Attorney Steve Brick. (D)Open Forum (E)Agenda Approval-Council Member Stanton moved to approve the agenda;seconded by Council Member McGee.Roll call:Ayes:Stanton,McGee,Watts,Bailey,Harvey.Nays:None. Motion carried 5 -O. (F)Mayor's Report -Mayor Peard wished a happy new year to council,staff and citizens.He announced that Maryann Mori will replace Linda Mack as Waukee Public Library Director after Ms.Mack's retirement in February 2009.On 01109,Mayor Peard will attend the City holiday party at Maple Street Community Center. (G)Presentations: 1)Annual Report by City Attorney -Presentation made by City Attorney Brick. (H)Public Hearings: 1)On adoption of plans,specifications,form of contract and estimate of cost for South Area Trunk Sewer,Waukee,Iowa -Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Administrator/Clerk Kooistra replied in the negative.No comments were made by the public present.Mayor Peard declared the public hearing closed. (I)Public Hearing Action Items: 1)Resolution:Consideration of approval ofa resolution adopting plans,specifications.form of contract and estimate of cost for South Area Trunk Sewer,Waukee,Iowa -Council Member Stanton moved to approve the resolution;seconded by Council Member Harvey. (Resolution #09-18) 7)Resolution:Consideration of approval of site plan for Waukee Schools Sports Campus Plat 2 -Director of Development Services Deets briefly reviewed the project,including certain improvements to Park Road.Council Member Watts asked for clarification on access from the parking lot to Ashworth Drive and whether the buildings shown on the south end of the football stadium would be new.Mr.Deets replied that the parking lot would access Ashworth Drive from both Park Road and the driveway on the east side ofthe middle school, and that the existing older building on the south end of the stadium would be removed to make room for new structures.Council Member Harvey questioned if the brick on the new structures would match the school and if the tennis court would be illuminated at certain times of day.Tom Wollan ofFRK Architects &Engineers replied that the brick would match that used for Prairieview Middle School and that the tennis court lights would be operated by the user,with access to the light switches yet to be coordinated between the City and school district.Council Member Stanton wondered if the parking lot lighting would be turned off after events or when not in use;Mr.Deets answered that conversations with the school district indicate that the lights would indeed by turned off when not needed.COUlICil Member Harvey expressed concern with security if the parking lot was too dark.Mr.Wollen stated that the connection from the parking lot to the middle school driveway would be gated for security purposes.Council Member Watts questioned if the proposed parking lot would be open for daytime student use during the school year;Mr.Wollen replied in the affirmative, Council Member Stanton added that the proposed parking lot should hopefully eliminate student use of the Centennial Park parking lot during school hours;Mr.Wollen concurred that such a request was reasonable.Roll call:Ayes:Bailey,Harvey,Stanton,Watts.Nays: None.Abstain:McGee,due to conflict of interest.Motion carried 4 -0 -1.(Resolution #09-19) 8)Resolution:Consideration of approval of a resolution approving and authorizing an amendment to loan and disbursement agreements by and between the City of Waukee and the Iowa Finance Authority,and authorizing and providing for the reissuance of the $455,748 Sewer Revenue Bonds,Series 1998A;$945,252 Sewer Revenue Bonds,Series 1998B and $1,178,000 Sewer Revenue Bonds,Series 1998C,of the city -Director of Finance Burkhart briefly reviewed the bond reissuance.Council Member Bailey noted that the letter from the Iowa Finance Authority stated that the new Tate would be effective as of 12/31/08.He questioned whether the City would lose any money by approving the resolution after that date;Ms.Burkhart replied in the negative.Roll call:Ayes:Watts,Stanton,Bailey, Harvey,McGee.Nays:None.Motion carried 5 -O.(Resolution #09-20) 9)Ordinance:Consideration of approval of an ordinance to amend Chapter 207 A,Waukee Municipal Code,by repealing the existing rates for golf and amenities at Sugar Creek Municipal Golf Course and enacting new rates as specified [second and third (final) readings]-Council Member McGee moved to approve the second reading of the ordinance in title only,waive the third reading and place the ordinance on fmal passage;seconded by Council Member Harvey.Roll call:Ayes:McGee,Harvey,Watts,Stanton,Bailey.Nays: 10 None.Motion carried 5 -O.Deputy City Clerk Schuett read the ordinance in title only.
