(A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 7 :00 p.m.in the Council Chambers at City Hall.
(B)Pledge of Allegiance
(C)Roll Call-The following members were present:Mayor William F.Peard;Council Members
Casey L.Harvey,C.Isaiah McGee,Darlene Stanton,Mike Watts.Absent:Council Member
Donald L.Bailey,Jr.
Also present:City Administrator/Clerk Jeff Kooistra,Assistant to the City Administrator
McKinlee Gibson,Director of Finance Linda Burkhart,Director of Public Works John Gibson,
Assistant Director of Public Works Tim Royer,Director of Development Services Brad Deets,
City Planner Ben Landhauser,Parks and Recreation Director Matt Jermier,Deputy City Clerk
Rebecca D.Schuett,City Engineer Mikelis Briedis,City Attorney Steve Brick.

(E)Agenda Approval-Council Member Watts moved to approve the agenda as amended for
Consent Agenda items JlE and Jl I,and removing Consent Agenda item Jl G;seconded by
Council Member Stanton.Roll call:Ayes:Watts,Stanton,McGee,Harvey.Nays:None.
Absent:Bailey.Motion carried 4 -0 -1.
(F)Mayor's Report -On 03/19,Mayor Peard attended the Shottenkirk Chevrolet grand opening.
On 03/24,he and some City staff will meet with representatives of the City of West Des Moines
to discuss the Washington,D.C.trip at the end of the month.Mayor Peard began visiting area
businesses to keep them informed of city developments.He mentioned some board membership
changes at the Waukee Area Leadership Institute,including Randy Yontz as new executive
director.The Institute will also be partnering with the Waukee Community School District on
community education programs,

(H)Public Hearings:
1)On the proposition to authorize agreement between North Dallas Regional Solid Waste
Planning Commission and Metro Waste Authority,and the obligations of the city
thereunder,and providing for publication of notice thereof-Mayor Peard opened the
public hearing and asked if any written correspondence had been received;City
Administrator/Clerk Kooistra replied in the negative.No comments were made by the public
present.Mayor Peard declared the public hearing closed.
2)On an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa,by
rezoning and changing certain property therein from A-I [Agricultural District]to R-2
[One-and Two-Family Residential District];and amend the Official Zoning Map to show
rezoning (a parcel formerly known as the Clayton property)-Mayor Peard opened the
public hearing and asked if any written correspondence had been received;City
Administrator/Clerk Kooistra replied in the negative.John Aukes,835 Spruce St.,spoke and
expressed concerns with the proposed depth of the residential lots and increased drainage
from the proposed lots into the drainage swale at the rear of his property.He also stated his
preference for increased green space and that only single family residences be allowed and
not two-family residences.Director of Planning Deets briefly reviewed the rezoning request
and anticipated phasing of plats,with the first plat consisting of the lots between 6th and s"
Streets.Council Member Watts addressed Mr.Aukes'drainage concerns,stating that the plat
would improve existing drainage in the area and that it was in the City's best interest as the
property owner to address drainage issues.Council Member Stanton voiced her preference
for R-l zoning in order to eliminate two-family residences;Mr.Deets explained that the
proposed R-2 zoning was more in keeping with the surrounding zoning and that City staff
proposes a stipulation that only single family residences be allowed.He added that the
proposed lots would be larger than the minimum requirements in R-2 zoning.Council
Member Harvey asked if the drainage swale to which Mr.Aukes referred was a surface water
flowage easement;City Engineer Briedis replied in the affirmative,adding that as the Clayton
property develops,drainage will be directed to the south and will not change any existing
drainage behind Spruce St.Council Member Stanton asked ifthe City had the option to
regrade the existing drainage swale,splitting the cost of such work with the affected property
owners;Mr.Briedis replied in the affirmative,but that the plat may lose a buildable lot.
Mayor Peard declared the public hearing closed.

1)Resolution:Consideration of approval of resolution instituting proceedings to take
additional action for the approval of an agreement between North Dallas Regional Solid
Waste Planning Commission and Metro Waste Authority,evidencing the city's obligations
thereunder,and approval of the agreement -Council Member Watts moved to approve the
resolution;seconded by Council Member McGee.Director of Public Works Gibson briefly
reviewed the agreement,adding that an ordinance change regarding solid waste would need
to be considered by the Council in the future.Roll call:Ayes:Watts,McGee,Harvey,
Stanton.Nays:None.Absent:Bailey.Motion carried 4 -0 -1.(Resolution #09-55)

Member Stanton moved to approve the resolution;seconded by Council Member Watts.
Jenny Blankenship ofPFM presented the bid tabulation and recommended the Council accept
the proposal from D.A.Davidson &Co.at a true interest cost of3.08%.Council Member
Stanton amended the motion to approve the resolution,accepting the proposal of D.A.
Davidson &Co.;Council Member Watts amended the second.Roll call:Ayes:Stanton,

5)Ordinance:Consideration of approval of all ordinance to amend Chapter 203,Waukee
Municipal Code,by repealing the existing rates for water and enacting new rates as
specified [second reading]-Council Member Watts moved to approve the second reading of
the ordinance;seconded by Council Member Stanton.Director of Public Works Gibson
explained the reasoning behind the proposed water and sewer rate increases,specifically
citing a slowdown in development and capacity fee revenue.Council Member Harvey
requested that the Utilities Committee review rates in order to plan ahead for wise spending
of enterprise fund monies and cost control.Mr.Gibson replied that the Utilities Committee
reviewed the rates annually,noting the City's debt service levy and WRA membership as
major costs over which the City has no control.Council Member Watts voiced his support
for the new rates,adding that membership in the WRA would be beneficial tu the city and
that past councils did not have increased utility rates as often or as much as necessary.
Council Member Stanton suggested an annual brochure be distributed,explaining the
reasoning behind city utility costs.Council Member McGee expressed the opinion that water
rate increases were not justified at this time due to national economic concerns.Roll call:

7)Discussion:Centennial Park Improvement,Concession Stand Project elevations -Director
of Public Works Gibson stated that the completed concession stand project had been an
addition to an existing structure;therefore,there was no hard surface requirement.Since
construction,however,interested parties had made several requests that the City consider
adding brick to the exterior.Estimates to add brick as proposed were around $20,000.City
Administrator/Clerk Kooistra added that if the Council wished to move forward with exterior
brick on the concession stand,the project would be funded out of monies set aside for
Raccoon River Valley Trail improvements.Parks and Recreation Director Matt Jennier
added that the existing metal siding would remain the same color and that the brick would
consist of 4'wainscoting around the perimeter of the building,as well as brick around the
pillars.The Council voiced their support for adding brick to the exterior of the concession
stand,as long as funding for the project was available.
