(A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 7:00 p.m.in the Council Chambers at City Hall.
(B)Pledge of Allegiance
(C)Roll Call-The following members were present:Mayor William F.Peard;Council Members
Donald L.Bailey,Jr.;Casey L.Harvey;C.Isaiah McGee;Darlene Stanton;Mike Watts.Absent:
None.
Also present:City Administrator/Cleric Jeff Kooistra,Assistant to the City Administrator
McKinlee Gibson,Director of Finance Linda Burkhart,Director of Public Works John Gibson,
Assistant Director of Public Works Tim Royer,Director of Development Services Brad Deets,
City Planner Ben Landhauser,Chief of Police Larry Phillips,Fire Chief Clint Robinson,Library
Director Maryann Mori,Deputy City Clerk Rebecca D.Schuett,City Engineer Forrest Aldrich,
City Attorney Steve Brick.
(D)Open Forum -John Buttz,Cook Plumbing and a Waukee resident,requested that the Council
consider amending Municipal Code §222.1 0 to allow for plastic fittings with PEX tubing.He
also asked that PEX tubing be allowed for underground use.
(E)Agenda Approval-Council Member Harvey moved to approve the agenda,removing
consideration of Consent Agenda items J1F and J1J;seconded by Council Member McGee.Roll
call:Ayes:Harvey,McGee,Stanton,Watts,Bailey.Nays:None.Motion carried 5 -O.
(F)Mayor's Report -On OS/25,Mayor Peard spoke at the Raccoon River Valley Church of Jesus
Christ of Latter Day Saints pancake brealcfast.Later that day,he spoke at Memorial Day services
in Waulcee Cemetery.On OS/20,he and Paul Hassebroek of the Waulcee Area Chamber of
Commerce toolc part in an executive call at Stivers Ford.Mayor Peard attended the Waukee Area
Chamber of Commerce luncheon at Glen Oalcs Country Club on OS/21,and earlier this evening
attended the Green Initiatives Committee meeting.

3)Resolution:Consideration of approval of an agreement between Kutak Rock,LLP,and the
City of Waukee,Iowa,related to lobbying services -Council Member Stanton moved to

Kooistra briefly discussed the past success of Kutak Rock in lobbying on behalf of the City

5)Resolution:Consideration of approval of certain address changes associated with the
Phase II Address Change Project -Council Member Watts moved to approve the resolution;
seconded by Council Member Stanton.Director of Development Services Deets briefly
reviewed the proposed address changes.He noted concerns raised by some affected property
owners,explaining that the changes would create consistency in city addresses which would,
in turn,assist with public safety.Waukee's postmaster has said that mail will continue to be
delivered whether or not the directional prefix is used on parcels.Council Member McGee
wondered if it was better to use the directional as a prefix or suffix;Mr.Deets replied that
using it as a prefix would impact the fewest munber of properties.Council Member Harvey
asked about the cost of replacing street signs to reflect the address changes;Mr.Deets
answered that there were approximately 75 signs to change at a cost of$20 per sign.Council
Members Harvey,Watts and Bailey all voiced their support for the resolution,citing public
safety.Council Member Stanton spoke in favor of using NW and SW in those sections of the
city in order to have a true and consistent quadrant system,then asked how useful the prefixes
were for public safety.Chief of Police Phillips stated that the prefixes meant a great deal for

public safety,then briefly explained how police and fire are dispatched to calls.Council
Member Stanton voiced her support for the resolution.Dick Sapp,resident of the Southfork
subdivision,addressed the Council concerning the inconvenience and costs associated with
the proposed address changes,asking that the matter be deferred for consideration at a later
date.He also expressed concern that the proposed changes would affect property legal
descriptions and abstracts;City Attorney Brick replied that he did not foresee any issues with
abstracts.Council Member Watts amended the motion to approve the resolution and to move
forward with the implementation ofNW and SW quadrant prefixes;Council Member Stanton

6)Resolution:Consideration of approval of FY2010 non-represented city employee wages
and wage matrix adjustment -Council Member Bailey moved to approve the resolution;

the proposed wages,certain positions changing from hourly to salaried,and a modification to
the city's table of organization.Roll call:Ayes:Bailey,Stanton,Watts,Harvey,McGee.

7)Ordinance:Consideration of approval of an ordinance to amend Chapter 502,Waukee
Municipal Code,Traffic Regulations of the City of Waukee,Iowa,by adding to Section
502,"Parking Regulations,"certain public streets as specified (SE Legacy Pointe
Boulevard)[second,third (final)reading]-Council Member Bailey moved to approve the
second reading of the ordinance in title only,waive the third reading,and place the ordinance
on final passage;seconded by Council Member McGee.Roll call:Ayes:Bailey,McGee,
Harvey,Stanton,Watts.Nays:None.Motion carried 5 -O.Deputy City Clerk Schuett read
the ordinance in title only;Mayor Peard declared the ordinance dilly adopted.(Ordinance

8)Discussion:All-way stop intersections -Greg Roth of Veenstra &Kimm discussed six
particular intersections within the city that did not meet the criteria for all-way stops,adding
that those stops were being used to control speed.Two of those intersections could meet
criteria in the future as the city develops.He suggested that if the Council should decide to
eliminate certain all-way stops,warning signage should be put in place in advance of stop
sign removal.Council Member McGee asked if any of the six intersections were school bus
stop locations;City staff will research the matter.Council Member Stanton spoke in favor of
digital speed displays to reduce speeding,adding that she did not support the removal of
existing all-way stops and suggesting neighborhood meetings on traffic issues and better
street planning and design in the future.Council Member Watts spoke on speed limit issues,
stating that the City should follow the Comprehensive Plan when it comes to street design
and speed limits.Mayor Peard said that some residents request stops signs for speed control.
Council Member Harvey spoke of the need for balance between public safety and traffic
flow,advocating the removal or relocation of all-way stops at some of the six intersections.
Council Member Watts asked that stop signs be noted on future plat submittals.Council
Member McGee spoke against removing any existing stops,agreeing with Council Member
Stanton that better traffic flow planning was needed in future development.Council Member
Bailey echoed the sentiments of Council Member Harvey on the matter,voicing his support
for the removal of some of the all-way stops and for the installation of a digital speed display
on SE Olson Drive.Based on the discussion,City staff will draft a plan for future Council
consideration.
